The courses, internships and trainings contained in this section are listed because they offer programmes of an international or national nature on a regular basis. Other short-term or one-time only trainings, workshops and learning experiences are equally valuable but are not listed here. Contact local or regional human rights organisations (listed in Chapter 2) in order to learn more about these opportunities. In addition, many universities offer regular human rights courses. For information about courses and degrees offered by universities, please consult UNESCO's World Directory of Human Rights Research and Training Institutions (1998, fourth edition). 3.1.1 Regional and International Mechanisms of Human Rights Protection

"ANABTAWI": ANNUAL ARAB REGIONAL TRAINING COURSE IN HUMAN RIGHTS (TUNISIA)
level: professional
focus: This training programme includes three components. 1) Theoretical lectures dealing with the international instruments of human rights (UN system, regional system of human rights protection) and lectures on specific human rights issues (women, children, refugees, displaced persons, environment, etc.). 2). Workshops dealing with practical procedures fostering skills related to daily work in NGOs (drafting reports, campaigning, registration of violations, NGO management). 3). Presentations and discussions by the trainees dealing with their experiences in the field of human rights education. Courses are held in Arabic.

INTERNATIONAL HUMAN RIGHTS PROCEDURES (GAMBIA)

3.1.4 NGO Management

NGO LEADERSHIP AND DEVELOPMENT COURSE
level: professional
focus: The first eight weeks of this 12-week course are spent in Tunisia studying the identity of NGOs, their philosophies and their strategies. Issues of concern to all NGOs will be integrated: values and culture, human rights, gender, lobbying and advocacy, environment, democracy, popular economy, the development agenda, and NGO management. The unit on layman rights examines the interaction between human rights, development and democratisation. In weeks 9, 10 and 11 participants visit another country where they are received by one or more host NGOs. Participants help with the host’s activities. In week 12, participants report on what they learned from the host NGO.

3.1.6 Women’s Rights

ISIS-WICCE EXCHANGE PROGRAMME (UGANDA)
level: professional
focus: Exchange Programme Institute offers women activists, working in the area of human rights, an opportunity to spend time working on a theme, and to develop skills in using the human rights framework. The Programme runs in three phases: the Orientation/Action Plan period; Action Plan Implementation; and Report Back period. The programme will be facilitated by a group of well - known and respected women in the international women's movement. Presently there is a focus on women and armed conflict, with the aim of developing the skills of women to document the experiences of women and the violation of their rights in situations of armed conflict. The participants will return to their groups after the orientation period, for the Action Plan Implementation period, where each participant will carry out her plan of action in her home group. For six months, she they will work on her proposed plan of action as well as do her usual work. Isis-WICCE keeps in touch and monitors the progress of the project. After the 6 months, the participants will get together again in Kampala, for the synthesis period. They will share reports of their experiences and accomplishments during the six-month plan implementation period.

TRAINING FOR TRAINERS PROGRAMME (NEPAL)
level: professional
focus: training aims to provide insight into the institutions, processes, rhetoric, politics, philosophical norms and social, economic, and cultural context of human rights. Recognising that human rights law is only one aspect of the movement, the programme also investigates links between international protection of human rights and domestic obligations. The programme also seeks to provide participants with a working knowledge of the international and regional human rights norms and mechanisms. The training aims to develop critical thinking on human rights and democratic development, to explore human rights programs that may be implemented in South Asia and to establish regional networking, information sharing and solidarity in human rights.

INDOCHINA TRAINING ON MONITORING, INVESTIGATING, AND DOCUMENTING WOMEN'S HUMAN RIGHTS VIOLATIONS
level: professional
focus: The Indochina training aims to train women's rights activists on how to document, monitor, investigate, campaign, and intervene on the different forms of human rights violations perpetrated against women; train women's human rights activists on how to use international human rights laws and standards in the promotion and defense of human rights; assist women in building their own NGOs or organizations specifically focused on documentation reporting, and monitoring women's human rights violations in the domestic and public sphere; assist local and national women's organisations to link with regional and international human rights groups for networking, solidarity, and campaigns on human rights issues; and develop capacity and skills in campaigning for women's human rights on the national and regional level.

HUMAN RIGHTS LAWYERS TRAINING PROGRAMME (COLPI)

focus: The aim of the program is to support the further development of a civil liberties network of lawyers in the countries of Central and Eastern Europe and the former Soviet Union. The Human Rights Fellows Program is a two-year program of study and practical work experience. The first year to be spent with the American University Washington College of Law to participate in a non-degree programme (including internship placements in the US); and the second year in his/her home country working with the nominating NGO. Human Rights Fellows will return to their home countries after the first year, where they will spend at least one year working with NGOs on human rights advocacy on a non-profit basis: providing legal services, litigating test cases, training/educating in human rights, etc.

focus: High-level theoretical and practical training course related to human rights, with special emphasis on the right to education, freedom of education and academic freedom. focus: The newly emerging conflict situation after the "cold war" is characterised by a growing number of intra-state conflicts with world wide repercussions. This development has led to an increasing challenge for the conflict resolution capabilities of international organisations, such as the UN, the OSCE, the EU, and of various NGOs. There is a need for interventions that are coordinated on an international level, related to the needs of the population in the conflict area, cooperative with the civil society and other actors in the field, non-violent and distinct from enforcement actions, flexible and practical, and which can counteract violent escalations at an early point. For this task civilian experts have to be prepared to work in deeply divided societies with protracted conflicts and have to be trained in activities like mediation, human rights protection and promotion, post-conflict reconstruction, etc. to be prepared to work in deeply divided societies with protracted conflicts. ANNUAL INTERNATIONAL HUMAN RIGHTS TRAINING PROGRAMME (CANADA)
level: professional
focus: Programme follows an overall learning path composed of seven streams which incorporate human rights theory and practical application. Major emphasis is placed on community building throughout the three weeks. The programme’s participant-centred approach requires participants to take an active role and to work from their own experiences. Participants work in small groups of about 15 with a facilitator whose task is to provided guidance in achieving the programme objectives. Resource persons of varied experience and expertise are involved throughout the programme and available for consultation.

participants: approximately l00 participants from human rights NGOs from all over the world; participants should be in a position to influence the work of their organisation after the programme, have a university degree or equivalent experience and be proficient in English or French

ANNUAL HUMAN RIGHTS SUMMER INSTITUTE FOR TEACHERS (CANADA)

focus: This course will consist of four modules, each of which has a human rights, social justice and/or citizenship education underpinning. Module 1 - Educating for Human Rights 1: Foundations. Module 2 - Educating for Human Rights 2: Practice. Module 3 - Human Rights and Citizenship Education. Module 4 - Bringing Contemporary Issues into the Classroom. The course will be delivered by a variety of facilitators who have done specific work in the areas covered in the modules.
location: St. Thomas University, New Brunswick
participants: Practicing teachers and education students and others interested in human rights and citizenship education. Qualified individuals can receive credit for this course from St. Thomas University. This course is listed as Education 5033: Culture and Schooling. The course will meet and surpass all university requirements for contact time and acceptable academic standards and expectations for a three credit hour course.
tuition, fee, lodging: Fees for this course are: $300.00 for 3 credit hours and $150.00 to audit the course. Lodging and meals will be available on site for a small fee. Out of town participants are encouraged to stay on site. Please contact the Atlantic Human Rights Centre for details.

focus: The course includes panel discussions, case studies, a simulation exercise and lectures from international experts. A York University/Centre for Refugee Studies Certificate is awarded upon successful completion of the seven day program.
