Research paper - Cambodian sex worker project

I am hoping you can help.

I am currently undertaking postgraduate studies in International Relations
at Sydney University. This semester I am writing a research paper based on
my experience working with a program called Womyn's Agenda for Change in
Phnom Penh. I am hoping to find a publication or journal that will publish
my yet to be written paper/article, and wondered if you might be able to
help in any way?

In the last year I have spent around four months in Cambodia with Oxfam's
Womyn's Agenda for Change program, which aims to facilitate self
organising among grassroots women workers.  The program focuses on drawing
these women to the forefront of the social change process. It recognises
that they exist below a layer of middle class NGO workers, public service
employees and private sector workers. This layer filters information and
resources to grassroots women and exercises power over their engagement
with development projects.

An important aspect of the program is the sex worker empowerment program
and network, which has been established with funding from USAID and
coordinated through local NGOs. The program is very focused on HIV
prevention and has achieved significant results in terms of both health
and empowerment for Cambodia's sex workers, perhaps the most marginalised
group in that society. At the same time, the program and its hierarchy of
relationships raises interesting questions about Cambodia's civil society,
the economic and social context in which it exists, and the power
structures that govern its character.

The paper is to be 5,000 words, and the Head of School would very much
like me to write something specifically for publication. I wonder if you
have any suggestions about publications I might target. The research I
have undertaken is largely qualitative? so the paper may not be suitable
for a highly academic publication.
