The Third World Studies Center (TWSC) invites your staff to enroll in the
Summer Certificate Course on Globalization, a five-day intensive course
from 12 to 16 May 2003. It will be held at the Institute for Small Scale
Industries, University of the Philippines, Diliman, Quezon City. A team of
speakers and facilitators from various disciplines and expertise on the
globalization issue will conduct the training. Participants will be given
a certificate of completion at the end of the course.
The Globalization course aims to provide a venue for discussion on and
critical analysis of nascent issues related to globalization. It will also
utilize methodologies that would be useful to instruction, research and
policy-making.
Registration fee for the course is P5,000.00. Slots are available on first
come, first serve basis. Participants who register and pay on or before
April 18, 2003 will enjoy P500 discount. For more details, please see the

2003 SUMMER CERTIFICATE COURSE ON GLOBALIZATION
New developments in the global trade regime, such as speculations on a new
round of negotiations to further liberalize critical sectors set on
September 2003 in Cancun, have stirred up old and new debates on the
present system of globalization. In addition to this, the present
administration’s realization of WTO’s anti-development thrust has left
policymakers, communities and development workers grappling for new
strategies to strengthen the Philippines’ position in the negotiations and
to defend national economic interests.
With this context, the Center is offering another course which will focus
on the pressing issues related to globalization, including but not limited
to the concerns of different sectors which may be affected by the next
round of trade negotiations. The course will provide a more in-depth
discussion and analysis of issues and recent developments and contentions
on globalization. Likewise, new topics will be introduced to provide a
better understanding of the concept and to explore ways and means to
examine, counteract, as well as take advantage of the globalizing world
order. Researchers, academics, policymakers and NGO workers will benefit
from its more comprehensive and contemporary discussion and analysis of
the various dimensions of globalization.
Participatory learning techniques are combined with the seminar-workshop
format to achieve maximum results relevant to the work-related needs of
the participants. Scholars and practitioners in their respective fields
have been invited to serve as main lecturers. Lead lecturer is Dr. Gareth
Richards, a political science professor at the UP Department of Political
Science. Foreign and local participants are expected to join the course,
allowing for a wide variety of perspectives and healthy exchange of ideas
for a truly enriching program.
The Summer Certificate Course will examine the following themes:

World Trade Organization
˛ Trade Liberalization and Its Impact on Local Industries
A. Agricultural Production and Trade
B. Fisheries Trade Liberalization
C. General Agreement on Trade in Services (GATS) and Labor
˛ Communities, Cultures and the Environment in a Globalizing World
A. Cultural Globalization
B. Sustainable Development
˛ Philippine (GOs/Civil Society) Agenda on Globalization
The Course will be offered in Summer 2003 for five consecutive days from
May 12-16, Monday to Friday, 9:00 a.m. to 3:00 p.m. Participants will be
required to attend all classes lectures, forum and workshop to earn a
Certificate of Completion at the end of the one-week program.
Registration fee for the course is P5,000, inclusive of training kit,
seminar papers and other resource materials, meals (lunch and snacks) and
use of the TWSC library, equipment and facilities. Slots are available on
a first come, first serve basis. Participants who register and pay on or
