CDS Development Short Courses explore the demands of social analysis and
participatory approaches in development policy and practice.  The short
courses combine practice and principles with sound academic knowledge, and
aim to enhance participants' ability to select and use analytical and
management tools, critically and effectively, in their own professional
context.  Short Course participants examine the experience of governments,
NGOs and professional workers and their work for and alongside local
people.  Participants test out approaches to build institutional capacity
for creating sustainable development, whilst ensuring people are included in
the process.  Teaching is through an interactive and participatory style
enhanced with study visits and fieldwork, with support from personal and
specialist tutors.

Short Course Objectives
By the end of your Short Course, you should have:
- awareness of theoretical foundations, principles and practical methods for
development and specific knowledge in your subject specialism
- greater knowledge and practical experience of a range of practices in
social analysis and management concepts for development work, specific to
your subject specialism and experience of application of analytical tools
and field methods through workshops, field work, study visits and private
study
- valuable materials to share with colleagues and enhanced communication
skills

CWS/cf's Summer 2003 issue is committed to an exploration of the
critical/strategic links between the women's movement and the protection of
nature; between Canadian women and women in other nations concerned with the
global crisis in the environment. The issue will highlighting the most
current research and thinking on the environment and social crises,
sustainable development, and ecological sustainability, while advocating for
a holistic perspective that centers on the interests, values, and visions of
women around the world. The focus will be to critique the environmental and
social crisis at the local, regional, and global level as well as to provide
concrete examples of resistance(s) and solutions that recognize the
different interests and levels of power among the various groups engaged
with these issues. Our aim is to identify alternative approaches to
development that are equitable, ethical, sustainable, and nature-community-
women centered as well as to promote a new and regenerative relationship
between the environment and society. We strongly encourage contributions
from activists and grassroots women's organizations working in these areas.

The collapse of the Communist regimes has given rise to forms of structural
adjustment, economic reforms and a 'democratisation' of institutions which
are transforming the political position, structures and functions of the
States of the Central and Eastern European Countries (CEEC). Generally
referred to as 'Transition', this process is characterized by the emergence
of new social, ethnic and religious hierarchies and a reconstruction of
gender divisions which appear constitutive of these new 'democracies' on the
road to post-Communism.

The formal structures of the Communist State have bequeathed a legacy of
traditional gender conceptions, practices and identities. Thus, even if
changes in gender systems in the CEEC are taking place today under the
constraints of neo-liberal deregulation, the prescriptions of international
finance bodies, and political integration into European structures, these
must be interpreted in the first instance as the product of conservative
local powers. But gender constructions also result from the interaction
between the dominant discourses of the two 'blocs', East and West. The post-
Communist 'transition' is better understood if it is resituated in the
global context of the end of the Cold War. With a view to acquiring a
recognised position and status on the new planetary scene, the losing
countries in this war are redefining their own national identities through,
among other things, a redefinition of the positions attributed to women and
men, a recomposition of gendered social relations. In other words, the West
is influencing the construction of gender paradigms in the ex-Communist
region and vice-versa.

What role, therefore, does the State play in the gendered organization of
the post-89 world? What influence do women's and feminist organizations have
in the process of the elaboration of these new States? This number of NQF
aims to explore the perspectives which researchers in the CEEC can bring to
the Western debate on 'Gender and the State'. Avoiding a monolithic and
unitary vision of the State, papers are invited which provide integrated
analyses of the complexity, multiplicity and dispersion of patriarchal
power. How are hierarchical systems of differences and inequalities
inscribed in political discourses? How are such systems given material form
through policy implementation, and legal procedures and practices? How can
the processes of the production, reproduction and institutionalisation of
power relations based on sexual difference be understood? In what way does
the ideology of the State reconfigure both gender relations and relations
between ethnic groups, in these countries where ethnicised conflicts are
always being reactivated?

In line with different disciplinary perspectives, the articles may focus on
conceptual analyses, empirical investigations, case-studies, comparative
studies of changing state procedures or sectors (social policies, economic
and administrative reforms in different spheres: army, national accounting,
education, finance, etc.)

NEWR is a three-year project funded by the European Commission under
Framework 5. The objective of NEWR is to set up a thematic network on the
topic of women's rights as human rights by bringing together expertise and
encouraging dialogue across disciplines and across the countries of Eastern
and Western Europe.  Launched in October 2002, it is a continuous source of
information and a platform capable of influencing the policy making process,
especially in Europe. The project is lead by the Centre for the Study of
Global Ethics (CSGE directed by Professor Donna Dickenson), University of
Birmingham, together with nine partners across Europe.

The Network is built inter alia by organizing workshops on four themes that
have been identified as some of the most burning issues in the area of
women's rights: trafficking, reproductive rights, political participation
and citizenship and access to social rights in the context of liberalization
and privatization. During recent years these rights have often been either
neglected or only nominally promoted. They are all the more crucial in the
context of the EU enlargement as they are embodied in the political and
economic accession criteria for the candidate countries.
	
Our role at the CSGE is to act as an 'umbrella' and to provide a common
ground of discussion for a maximum of fora, networks, individuals,
governmental bodies and NGO involved in women's rights issues. In this way,
NEWR contributes to tackling women's rights adequately by making women part
of national and international agendas.  By joining the network, you will
contribute to improving the relevance of NEWR, giving more resources for
women to address their rights and ultimately, influencing the policymaking
process regarding women's rights. This exchange process guarantees that
people involved in the field will find in the database provided by NEWR, a
wide range of information, names and contacts for people and organisations
relevant to this issue.

Submissions can be of very various natures, from a few lines to maximum a
page, from conference announcements to short article, 'breaking news', legal
changes affecting women's rights, concerns or new publications. The purpose
of the newsletter is to give an illustration of what is happening to and
around women's rights across Europe.

After 33 rounds of balloting, 18 judges have finally been elected to the
International Criminal Court!

The panel of judges includes 7 women, an unprecedented and historic
development.

Our thanks and congratulations to all those who helped advocate for a fair
representation of women in this process and for the election of judges with
the highest qualifications and integrity!

Three hundred women gathered this week at a conference in Kabul,
Afghanistan's capital, to call for an end to discrimination and violence
against women and for the rights of women to be ensured in the country's new
constitution.  According to human rights groups, women continue to be
harassed, abused and threatened throughout the country even after the fall
of the repressive Taliban regime more than a year ago.

"We want the transitional government to ensure political, economic and
social rights of women and not just to file away our declaration but to work
on it and give us what we want," said Shukria Barukzai of the Asia Women's
Organization.
In a final declaration, the conference participants called for literacy
projects and equal employment opportunities.  They said women's rights to
divorce and citizenship should be affirmed through planned legal reforms and
that the new constitution, a first draft of which is expected this month,
should be approved by a committee of women's organizations before final
ratification (Parwez Besmel, Reuters, Feb. 5).

Guatemala, 24 de enero del 2003 (Jg-Ia/Cerigua/Tertulia). Entre los
principales problemas que han afectado a las mujeres de San Marcos está el
conflicto armado interno, la migración hacia Estados Unidos y México, así
como la infidelidad y la falta de apoyo, afirma el reportaje "Salud, un
privilegio reservado para pocas mujeres", elaborado por la agencia Cerigua.

De acuerdo con el documento, el conflicto armado interno dejó serios traumas
psicológicos en las mujeres por la pérdida de sus patrimonios materiales y
culturales, pero sobre todo de seres queridos que formaron su entorno
familiar más cercano.

En las comunidades rurales y cascos urbanos que fueron escenario de la
guerra, como los municipios de Tacaná, Sibinal, Tajumulco, San Rafael Pie de
la Cuesta y San Pablo, se localizan grupos de mujeres viudas, de edad
avanzada, que esperan el apoyo de las organizaciones nacionales e
internacionales para aliviar su situación, indica el reportaje.

Otro problema que afecta seriamente a las mujeres es la desintegración
familiar, ya que, por la escasez de fuentes de empleo, sus familiares se ven
obligados a emigrar hacia Estados Unidos y México, agrega el análisis.

Por su parte, los obispos de Los Altos del occidente del país afirman que el
aumento de la migración hacia los Estados Unidos está desintegrando a las
familias, situación que da como resultado el divorcio, la infidelidad y el
abandono, exponiendo a las mujeres a múltiples y graves riesgos.

Los religiosos sostienen que la falta de apoyo y la incertidumbre se
traducen en envejecimiento prematuro, depresión e inestabilidad emocional,
lo cual afecta la salud mental y física de las mujeres de esta región.
El reportaje "Salud, un privilegio reservado para pocas mujeres" fue
realizado por el Centro de Reportes Informativos sobre Guatemala (Cerigua) y
presentado a un concurso convocado por el Programa Nacional de Naciones
Unidas para el Desarrollo (PNUD).

An important civil society mobilization is being coordinated using existing
UN resolutions in efforts to prevent US military action against Iraq. The
Center for Constitutional Rights (CCR), a non-profit legal and educational
organization, has initiated a movement in support of the adoption of
a "Uniting for Peace Resolution" by the UN General Assembly to prevent an
attack on Iraq by the United States, United Kingdom, and other nations,
arguing that while in the UN system the Security Council has the primary
responsibility for maintaining international peace and security throughout
the world, another procedure exists to ensure peace when the Council fails
to do so. That procedure, the 1950 Resolution 337 entitled "Uniting for
Peace", allows the General Assembly to meet to consider threats to
international peace and can then recommend collective measures to UN Members
to maintain and restore peace.

If one UN Member State requests that a meeting be convened to consider
adoption of such a resolution and either seven Members of the Security
Council or a majority of the Members of the General Assembly agree, an
emergency special session will be called and the GA will come together to
discuss the threat to international peace, thus shifting decision-making to
the GA and away from the stalemated Security Council.

Civil society from around the world can take immediate action by contacting
your UN representative, other members of your government, and other
governments to request that they write to the Secretary-General to call for
an emergency GA special session under the Uniting for Peace Resolution. CCR
has prepared a draft resolution and draft letter to UN Member States'
Permanent Representatives to assist in this advocacy.

On behalf of Catholics for a Free Choice and in support of the Polish
Federation of Women and Family Planning, a sign-on letter has been created
to send to leaders of religious, human rights, and women's rights
organizations around the world.

The letter will be sent to the president of Poland, asking him to support a
change in Poland's very restrictive abortion law and recommend that it be
modified to respect individual conscience and to preserve women's lives. The
letter outlines the negative impact the law has on women in Poland,
particularly poor women.
