[WCAR] CERD 65th session: Concluding observations and decisions

We are pleased to provide you herewith the twenty-ninth distribution of
treaty body recommendations through the listserve administered by the
Treaty Body Recommendations Unit, Office of the High Commissioner for Human
Rights.

Herewith, we are pleased to attach for your information the concluding
observations and decisions adopted by the Committee on the Elimination of
Racial Discrimination at its 65th session, held from 2 to 20 August 2004.

A)    Following its consideration of the periodic reports submitted by
Argentina, Belarus, Kazakhstan, Madagascar, Mauritania, Portugal, Slovakia
and Tajikistan, the Committee adopted the concluding observations linked

B)    Under its early warning/urgent action procedures, the Committee
adopted Decisions in respect of Darfur and Israel.

C)    Under the individual complaints procedure established by article 14
of the Convention on the Elimination of All Forms of Racial Discrimination,
the Committee declared a petition against Serbia and Montenegro admissible.
The text of the admissibility decision will be reproduced in the text of
the Committee's final Opinion.

D)    The Committee adopted General Recommendation No. 30, entitled
"Discrimination against non-citizens".

Further attached is the revised global Reporting Schedule setting out the
tentative consideration of State reports by treaty and session in 2004 and
2005. The schedule, correct as of 14 August 2004, is subject to change
