Hello all! Among our fundamental rights is the right to vote. In that context, I would like to bring your attention two companion case studies that I, along with two colleagues (Rafael Lopez Pintor and Cynthia Sanborn) carried out of the role of a Peruvian civic movement, the Asociacion Civil Transparencia, in observing Peru's highly controversial 2000 Presidential elections. The observation took place in a very charged environment. Thousands of Peruvian citizens from all walks of life, most as volunteers, enthusiastically participated as observers -- some at considerable personal and professional risk. For many, the impacts of having participated in this electoral observation -- personally, professionally and as Peruvian citizens -- were profound. Regards, Marcy Bernbaum - - - - - - - - - - ANNOUNCING THE AVAILABILITY OF TWO COMPANION CASE STUDIES ON THE ROLE OF CIVIL SOCIETY IN OBSERVING PERU'S CONTROVERSIAL 2000 ELECTIONS Between September, 1999 and the end of July, 2000 the Asociación Civil Transparencia (a civic movement established by a group of Peruvians in 1994), in close collaboration with other national and international observers, observed Peru's 2000 Presidential and Parliamentary elections which were among the most controversial and irregular in recent Latin American history. During this period the Peruvian public looked toward Transparencia for information on various aspects of the 2000 electoral process (the candidates, the electoral registry, scrutiny of the votes, the outcome of the voting process). Transparencia's widely read weekly bulletin - Datos Electorales - provided incontrovertible evidence on the nature and the depth of the irregularities in the electoral process. Transparencia's quick count on April 9, 2000 showing presidential incumbent Alberto Fujimori in the lead over key opponent Alejandro Toledo, but with not enough votes to win on the first round, was used within Peru and internationally to press for a second electoral round. In order to carry out its elections observation role, Transparencia drew on the expertise and enthusiasm of thousands of Peruvian citizens from all walks of life, the majority of whom donated their time as volunteers. Marcia Bernbaum, Rafael Lopez Pintor and Cynthia Sanborn document Transparencia's role in observing these elections in two case studies which were recently published by Transparencia: one focuses Transparencia's unique electoral vigilance role; and other illustrates how Transparencia used its electoral vigilance role as a vehicle for both educating Peru's citizenry on the voting process and to enable citizens from throughout Peru to actively participate in defending their right to vote.
