You will want to look into the work done at ILAS, Instituto Latinoamericano
de Salud Mental y Derechos Humanos, in Santiago, Chile, especially the
writings of Elizabeth Lira.  The process of demilitarization of police in
South Africa may be of help, and I'm sure psychologists have been active in
that process, but I do not have a contact name.  Dr. Lira may know names of
people there.  It's great that you're planning to work in this field.  Best
