Strasbourg, 10.01.2006 -- “If there is nothing to hide, the Council of
Europe Committee for the Prevention of Torture (CPT) should be given
immediate and unlimited access to all KFOR detention facilities in Kosovo.
This is the right of the CPT everywhere else on the territory of Council
of Europe member states, including Kosovo with regard to detention
facilities administered by UNMIK. If there are skeletons in the KFOR
cupboard, the eve of the talks on the future status of Kosovo provides a
last-minute opportunity to get them out. Respect for human rights and the
rule of law are two essential preconditions for democratic stability in
any future solution for Kosovo; this should involve the full application
of key Council of Europe legal instruments on the territory of the
province. ” said Terry Davis.
“The Council of Europe is ready to contribute to the status talks and
ensure that respect for human rights, minority rights and the rule of law
become an integral part of any future solution” concluded the Secretary
General of the Council of Europe.
