CAT 32nd session: Consideration of individual complaints



Dear Subscribers,

We are pleased to provide you herewith the twenty-fourth distribution of
treaty body recommendations through the listserve administered by the
Treaty Body Recommendations Unit, Office of the High Commissioner for Human
Rights.

As foreshadowed in the previous distribution concerning the activities of
the Committee against Torture at its 32nd session, held from 3 to 21 May
2004, we are now pleased to attach the decisions taken by the Committee
with respect to individual complaints presented under article 22 of the
Convention against Torture and Other Cruel, Inhuman or Degrading Treatment
or Punishment. The decisions are provided in the original language of
adoption, with translations into additional languages to be found in due
course on the Treaty Body Database of the website of the Office of the High
Commissioner for Human Rights (www.ohchr.org).

I.    The Committee took decisions on the merits in respect of 5 cases
against Australia (1 case), Canada (1 case), Sweden (1 case), Switzerland
(1 case), and The Netherlands (1 case). In each case, the Committee found
no violation of the Convention.

II.   The Committee declared four complaints against Denmark (2 cases) and
Sweden (2 cases) to be inadmissible.

III.  The Committee declared another case against Sweden admissible. The
Committee's decision in this respect will be found in the decision
ultimately taken on the merits.


Further attached is the revised global Reporting Schedule setting out the
State reports, received in the Secretariat and tentatively scheduled for
consideration in 2004 and 2005, by treaty and session. The schedule,
correct as of 18 May 2004, is subject to change without notice.
