CAT 32nd session: Concluding observations

We are pleased to provide you herewith the twenty-third distribution of
treaty body recommendations through the listserve administered by the
Treaty Body Recommendations Unit, Office of the High Commissioner for
Human Rights.

We are pleased to attach for your information the Concluding Observations
in respect of reports presented by States parties to the Committee against
Torture, which held its 32nd session from 3 to 21 May 2004. The States
parties concerned are Bulgaria, Chile, Croatia, Czech Republic, Germany,
Monaco and New Zealand. The documents are provided in their advance
unedited version and in the original language of adoption, with further
languages available in due course from the Treaty Body Database of the

 The Committee also drafted a letter to be addressed to the United
 States of America whose initial report was considered by the
 Committee in May 2000. In the letter, the Committee requested the
 State party to submit its second periodic report to the Committee by
 1 October 2004. The letter drew the State party's attention in
 particular to article 2.1 of the Convention, according to which each
 State party should take effective legislative, administrative,
 judicial or other measures to prevent acts of torture in any
 territory under its jurisdiction. The letter added that the report
 should include up-dated information concerning the situation in
 places of detention in Iraq, up to the time of the submission of the
 report.

The decisions of the Committee with respect to inidvidual communications
submitted under the article 22 of the Convention will be circulated under
cover of separate mail once the parties in each case have been advised of
the Committee's decision.

Further attached is the revised global Reporting Schedule setting out the
State reports, received in the Secretariat and tentatively scheduled for
consideration in 2004 and 2005, by treaty and session. The schedule,
correct as of 18 May 2004, is subject to change without notice.
