Job opening: Chief of Party for ICT and SMEs initiative in South Eastern Europe

Chief of Party

EDC is seeking a Chief of Party for an exciting project that addresses high
unemployment rates by using information and communications (ICT) to
strengthen small and medium businesses (SMEs) in a SEE country. The Chief
of Party of this project has overall responsibility for the success of a
project, as measured by achievement of the deliverables in the project
Scope of Work.  Foremost among these deliverables is building financially
self-sustainable "ICT-for-business" companies, which provide "high impact"
ICT-based services that significantly increase the competitiveness in the
global market of companies in targeted industries, and creating linkages
between the SEE country companies and international ICT companies. Another
deliverable is forging strong links between universities and the business
community.

The following are essential skills and experience:

•	At least 5 years of hands-on senior management experience, including
strong sales and marketing experience, in profit-making ICT-based services
companies, preferably in Eastern Europe, and a large network of business
contacts in US, Eastern and Western Europe;
•	Superior, hands-on understanding of and experience with the use of ICT to
help SMEs achieve their business goals, e.g., ICT for marketing,
distribution, etc.;
•	At least 10 years of professional experience running and/or providing
technical support to start-up ICT company(ies) and providing training and
technical assistance to SMEs in the use of ICT, particularly SMEs in
developing countries;
•	Experience building strong links between universities and the business
community
•	Experience managing international development projects and in working
with international development organizations and government agencies,
especially USAID

Major Responsibilities:

1. 	Live in the SEE country for one year, with overall responsibility for
all of the project activities in the field. Direct and manage all
administrative and programmatic field activities.  Report to the U.S.-based
Program Director, Dr. Janice Brodman.
2. 	Provide hands-on leadership and capacity-building to help each
"ICT-for-business" company grow revenue by building effective management,
particularly in sales and marketing.
3. 	Network local ICT and other target businesses with international companies.
4. 	Establish and manage all project operations including:
recruiting/managing local staff and international consultants; managing
project budget; preparing status reports.
5. 	Build successful ICT-for-business companies, through training and
technical assistance.
6. 	Help build partnerships between the project-supported
"ICT-for-business" companies, local ICT companies, and the universities.
7. 	Establish strong working relationships with other projects that aim to
support SME growth, and coordinate activities with those projects.

Salary commensurate with experience.
