[huridocs-tech] Conference "The Challenge of Cybercrime" (Strasbourg, 15-17 September 2004)

Les réseaux informatiques sont en passe de faire du monde une société de
l'information globale où les Internautes ont accès à tout type
d'informations, quel que soit l'endroit où ils se trouvent, et dans
laquelle le chiffre d'affaires du commerce électronique peut facilement
dépasser des centaines de milliards d'euros. Cependant, ce processus a
deux failles : d'une part, une dépendance croissante vis-à-vis de ces
réseaux et d'autre part une vulnérabilité accrue face aux intrusions
criminelles et aux utilisations abusives. Les réseaux favorisent l'accès
illégal à l'information, les attaques sur les systèmes informatiques
privés ou publics, la diffusion de contenus illégaux ainsi que le
cyber-blanchiment de capitaux et peut-être aussi le cyber-terrorisme.

La conférence vise à :

- encourager le plus grand nombre d'Etats à ratifier rapidement la
Convention sur la cybercriminalité et son Protocole et/ou à y adhérer ;
- associer des grands dirigeants s'intéressant sur le plan professionnel
aux questions d'informatique à la lutte mondiale contre la cybercriminalité
et promouvoir le partenariat public-privé dans ce domaine ;
- attirer au plus haut niveau politique l'attention sur le fait que la
lutte contre la cybercriminalité (y compris le cyber-terrorisme) devrait
être renforcée, car les sociétés (qui sont largement "dépendantes de
l'informatique") deviennent de plus en plus vulnérables aux cyber-attaques ;
- garantir une application efficace de la Convention sur la cybercriminalité.

CONFERENCE ON "THE CHALLENGE OF CYBERCRIME"
15-17 September 2004, Palais de l'Europe, Strasbourg, France

Computer networks are turning the world into a global information society
in which any kind of information is available to internet users almost
anywhere and in which electronic commerce may soon exceed hundreds of
billions of Euros. However, this process is accompanied by an increasing
dependency on such networks and a growing vulnerability to criminal
intrusion and misuse. Networks facilitate illegal access to information,
attacks on private or public computer systems, distribution of illegal
content as well as cyber-laundering and possibly cyber-terrorism.

The aims of the Conference are:

- to encourage wide and rapid ratification of and/or accession to the
Cybercrime Convention and its Protocol
- to involve leading chief executives with a professional interest in
"e-matters" in the global fight against cybercrime, and encourage
public-private partnership in this area
- to draw the attention, at the highest political level, to the fact that
the fight against cybercrime (including cyber-terrorism) should be
strengthened, as societies (largely "computer-dependent") are increasingly
vulnerable to cyber-attacks
- to ensure effective implementation of the Cybercrime Convention.
