OSCE meeting on relationship between hate crimes and racism on the Internet



VIENNA, 3 June 2004 – The relationship between hate crimes and racist, 
xenophobic and anti-Semitic propaganda on the Internet will be the subject 
of an international OSCE meeting hosted by the French Ministry of Foreign 
Affairs in Paris on 16 and 17 June. The event will be opened by the French 
Minister of Foreign Affairs, Michel Barnier.

International experts, government and civil society representatives and 
executives from the Internet industry have been invited to discuss topics 
that will include the legislative framework, possible public and private 
partnership in the fight against racism, xenophobia and anti-Semitism on 
the Internet, and best practices to educate Internet users and heighten 
their awareness of the problem.

The event is a result of a decision by the OSCE's 55 foreign ministers in 
Maastricht last December to host a "forward-looking event, fully respecting 
the rights to freedom of information and expression, on the relationship 
between propaganda on the Internet and hate crimes."

The meeting will be held at the Centre de Conférences Internationales, 23 
rue la Pérouse. It will be entirely open to the media.

Access to the conference premises for media representatives will be by 
special press card, obtainable only by prior accreditation. Please note 
that media representatives already accredited to the French Foreign 
Ministry must also apply for special accreditation.

The accreditation process will take place between 3 and 14 June. We 
recommend that media representatives apply as early as possible.

available on a special website (see link below).

Press passes can be collected on Wednesday, 16 June, from 8.00 a.m. at the 
Centre de Conférences Internationales, 23 rue La Pérouse, Paris, on 
presentation of both a valid press card and an identification document 
carrying a passport photograph.

During the conference, the press working area will offer work spaces with 
analogue phone connections, use of which is free of charge. As PCs will not 
be provided, journalists should bring their own laptops and mobile phones.

Events that are not accessible directly for reasons of space will be 
broadcast into the press centre via closed circuit TV. Plenary sessions of 
the conference will be simultaneously translated between the six official 
OSCE languages (English, French, German, Italian, Russian and Spanish).

Access to the plenary hall for photo-journalists and cameramen is limited 
for reasons of space and will be subject to pooling. Stand-up backdrops for 
photo opportunities and TV interviews will be set up in areas close to the 
conference hall.

All participants should take into account the fact that strict security 
measures will be operating throughout the conference.
