Cyberdissident Qi Yanchen freed early

Reporters Without Borders (Reporters sans frontières) today welcomed the 
release from prison of cyberdissident Qi Yanchen before completion of his 
four-year sentence for alleged subversion and ³putting out anti-government 
news² by posting pro-democracy articles on the Internet.  He was released 
on 1 May, the press freedom organisation has been able to confirm.

China remains however by far the world¹s biggest prison for 
cyber-dissidents and Internet users, with at least 37 currently in jail for 
speaking out online, including webmaster Huang Qi and a young web user, Liu Di.

Qi Yanchen, an economist who published many articles online and in 
foreign-based media, was freed from prison no.4 in Shijiazhuang, south of 
Beijing. He was convicted and sentenced by a court in Cangzhou (Hebei 
province) in September 2000, after being arrested in September 1999.

After being freed, he returned to his home in Cangzhou to rest and get 
treatment for his health problems, include a middle-ear infection, colitis 
and gallstones. He refused to say why he was freed early. In August, he 
began working at a private firm in Beijing, where he now lives.

Qi was one of the first Chinese dissidents to be given a lengthy prison 
sentence for posting material on the Internet. Thousands of Internet users 
and European websites campaigned for his release.

Le cyberdissident Qi Yanchen libéré avant la fin de sa peine

Reporters sans frontières a pu confirmer la libération du cyberdissident Qi 
Yanchen, le 1er mai 2003, avant la fin de sa peine de quatre ans de prison 
pour "subversion" et "diffusion d'informations anti-gouvernementales".

Reporters sans frontières se félicite de la libération de ce dissident 
chinois, lourdement condamné pour avoir écrit et diffusé des articles en 
faveur de la démocratie sur Internet. L'organisation rappelle que la Chine 
reste de loin la plus grande prison du monde pour les utilisateurs 
d'Internet, avec au moins 37 cyberdissidents et internautes emprisonnés 
pour s'être exprimé sur le Réseau, notamment le webmaster Huang Qi et la 
jeune internaute Liu Di.

Qi Yanchen, économiste de formation et auteur de nombreux articles sur 
Internet, a été libéré le 1er mai 2003, jour de la Fête du travail, de la 
prison N°4 de Shijiazhuang (au sud de Pékin). Il purgeait une peine de 
quatre de prison après avoir été reconnu coupable de "subversion" et 
"diffusion d'informations antigouvernementales" sur Internet et dans des 
publications basées à l'étranger par des juges de Cangzhou (province de 
Hebei) en septembre 2000. Il avait été arrêté en septembre 1999.

Après sa libération, Qi Yanchen s'est rendu à son domicile de Cangzhou pour 
se reposer et tenter de se soigner. Il souffrait notamment d'une infection 
de l'oreille moyenne, de colite et de calculs biliaires. Il a refusé 
d'expliquer les raisons de sa libération anticipée. En août, il a commencé 
un travail dans une société privée de Pékin où il réside actuellement.
Qi Yanchen a été l'un des premiers dissidents chinois à recevoir une lourde 
peine de prison pour s'être exprimé sur Internet. Des milliers 
d'internautes et des sites Internet européens s'étaient mobilisés pour sa 
libération.
