Internet Repression increases

Internet repression never stops. Eighteen cyber-dissidents have been jailed 
for "subversion", hundreds of sites and more than 8,000 Internet cafés have 
been shut down in recent months. The last case is the closure of a bulletin 
board called Baiyun Huanghe (bbs.whnet.edu.cn) in Huazhong University of 
Science and Technology (centre of the country). This closure was ordered by 
the State Council on 5 September 2001 after students posted articles about 
the Tiananmen Square massacre. Baiyun Huanghe was created five years ago 
and had 30,000 registered users. The bulletin board was closely interested 
in politics and especially cases of corruption. Until last year, students 
could freely express themselves on this forum about taboo subjects such as 
the Beijing Spring. The Chinese Communist Party¹ information control 
finally succeeded in closing this forum, judged "subversive" by the 
authorities.

Reporters sans frontières has a chronicle of Internet repression in China 
on its web site (www.rsf.org). It is updated ever time there is a new 
violation of press freedom. The adoption in 2000 of three drastic laws 
limiting the circulation of the information on the Web has allowed Beijing 
authorities to launch an unprecedented wave of repression. A special police 
unit has also been created to moniter Internet content in China.

La répression sur Internet s'intensifie

La répression sur Internet ne cesse de s'intensifier. Dix huit 
cyberdissidents sont aujourd'hui emprisonnés pour "subversion" et des 
centaines de sites ainsi que plus de 8 000 cyber cafés ont été fermés ces 
derniers mois. Le dernier cas en date est la fermeture du bulletin en ligne 
Baiyun Huanghe (bbs.whnet.edu.cn) de l'université de Science et de 
Technologie de Huazong (centre du pays), ordonné par le Conseil d'Etat le 5 
septembre 2001, suite à la diffusion par des étudiants d'articles sur le 
massacre de la Place Tiananmen. Baiyun Huanghe avait été créé il y a cinq 
ans et comptait 30 000 abonnés. Le bulletin en ligne s'intéressait de très 
près à la politique et particulièrement aux affaires de corruption. Jusqu'à 
l'année dernière, les étudiants pouvaient librement échanger sur le forum 
leurs opinions à propos de sujets tabous comme le Printemps de Pékin. 
L'accentuation du contrôle de l'information par le Parti a finalement eu 
raison de cet espace de dialogue jugé "subversif" par les autorités.

Pour suivre l'état de la répression de l'Internet en Chine, Reporters sans 
frontières a mis en ligne la chronique sur son site, www.rsf.org. Elle est 
actualisée à chaque nouvelle atteinte à la liberté. L'adoption, au cours de 
l'année 2000, de trois lois drastiques sur la circulation de l'information 
sur le web, a permis aux autorités de Pékin de lancer une vague de 
répression sans précédent Une police spéciale a même été créée en charge de 
veiller sur le contenu de l'Internet en Chine.
