"Cyber dissident" released

(RSF/IFEX) - RSF has learned that Lin Hai, a Chinese "cyber dissident"
who was arrested in March 1998 and sentenced to two years' imprisonment
for inciting to overthrow the State, was secretly released in September
1999. Chinese authorities released him six months ahead of his previously
scheduled release date in exchange for his silence.

One "cyber dissident" remains imprisoned in China. Qi Yanchen, an
activist with the dissident group Union for the Development of China, was
arrested on 2 September by police in Poutou (Hebei province) while
preparing to print and distribute "VIP Reference", an information
bulletin on human rights and the Chinese democratic movement distributed
via e-mail and the Internet (see IFEX alerts of 26 January 2000 and 3
September 1999).

"Cyber dissident" libéré

**Mise à jour des alertes de l'IFEX du 26 janvier 2000, 21 et 20 janvier
1999 et 9 décembre 1998**

(RSF/IFEX) - RSF apprend que Lin Hai, "cyber dissident" chinois arrêté en
mars 1998 et condamné à deux ans de prison pour incitation au
renversement de l'État, a été libéré dans le plus grand secret en
septembre 1999. Les autorités chinoises l'ont libéré six mois avant le
terme de sa peine, en échange de son silence.

Un "cyber dissident" est toujours emprisonné en Chine. Il s'agit de Qi
Yanchen, militant du groupe dissident l'Union pour le développement de la
Chine, interpellé le 2 septembre, par la police de Poutou (province de
Hebei) alors qu'il s'apprêté à imprimer et distribuer "VIP Reference",
une lettre d'information sur les droits de l'homme et le mouvement
démocratique chinois diffusée par courrier électronique et sur Internet
(voir les alertes de l'IFEX du 26 janvier 2000 et 3 septembre 1999).
