See their "people" link for one of the most comprehensive
lists of researchers across Europe actively engaged in
"democracy online" research. I know that a number of these
researchers are on DO-WIRE. I encourage all academics to
share their calls for papers and announcements about new
research publications that are available online.

Government and Democracy in the Information Age
Government and Democracy in the Information Age (GaDIA) is a
research network dedicated to the study of information- and
communication technology (ICT) in the "political world". The
aim of the network is to increase knowledge about how ICT
enters into all or many of the political relationships in
different European democracies, and how ICT is used by the
different political players û the political parties,
voluntary associations, interest groups, parliaments,
governments and administrations.
It is our hope that new insights and a better understanding
of the working of democracy in the "information age" will
result from this network. These insights are of wide
societal importance, and are needed both at a European and a
national level in the light of recent developments of
different (national) strategies for the "information
society". The research generated by this network should
influence the development of such strategies, thereby
releasing some of the positive societal potentials of the
new ICT's for the benefit of all people within the countries
participating in the network.
GaDIA is a socalled COST Action (no. A14), and was started
officially on March 6th 1998 when 5 EU-member countries had
signed the Action. Since then another 7 countries have
signed, and now the following countries participate in the
Action: Austria, Belgium, the Czech Republic, Denmark,
France, Germany, Ireland, Italy, the Netherlands, Norway,
Spain and the United Kingdom. The network activities are
financed by the COST member countries, and administered by
the EU Commission (Directorate General XII). The duration of
the Action is 5 years. The Action is led by a Management
Committee consisting of 1-2 persons from each of the
participating countries. In addition 5 working groups have
been established in order to assist the Management Committee
in the organisation of the Action and the execution of its
scientific programme. The following workgroups have been
established:
Workgroup 1: Cyber democracy
Workgroup 2: ICT's and political organisations
Workgroup 3: ICT's and public administration
Workgroup 4: ICT's, social movements and citizens
Workgroup 5: Regulation and control
Elected chairman of the Action is Professor Jens Hoff,
Department of Political Science, University of Copenhagen,
Denmark. Elected vice- chairman is Professor Dr. Herbert
Kubicek, Forschungsgruppe Telekommunikation, Universität
Bremen, Germany.
