TEL-isphere 99
The Caribbean & Technology-Enhanced Learning

An international conference presented by The Commonwealth of
Learning and the Caribbean Broadcasting Union

Please book your transportation to Barbados early.  As the
dates of the conference coincide with the U.S. Thanksgiving
holiday, flights are sure to fill up quickly.

Huguette Labelle, President of the Canadian International
Development Agency, has confirmed as a keynote speaker.

The TEL-isphere 99 programme promises to be interesting and
varied.  Over 70 presentation proposals have been received
to date from contributors around the world.  Topics range
from professional development in education and health care
by distance and open learning, to strategic implementation
of learning technologies and the appropriate uses of
technology in global education.

The Commonwealth of Learning is pleased to announce that it
is working in partnership with the Journal of Educational
Media to produce a special issue of the Journal in March
2000. This publication will consist of an account of the
TEL-isphere 99 conference and six papers selected by the
Journal from among the conference presentations. JEM will
also be presenting six free subscriptions for 2000 to the
authors of the selected papers.  More information is
available on the conference web site.

Presentation authors are reminded that final papers are due
on 30 September 1999 to ensure that they will be included in
the conference materials and that they will be eligible for
selection for publication in the Journal of Educational
Media.

InfoDev (Information for Development), the World Bank's
grant programme for the innovative use of communication and
information technology, has joined the Caribbean Development
Bank as a major financial supporter of the conference.

If you have not yet registered for the conference, please
consider this a gentle reminder.  Exhibit space is also
still available.  Details and procedures are available on
