* What role can international, national and local NGO
networks play in an effective mobilization in support of
international community preparedness - especially in
developing countries and Eastern & Central Europe - for the
potential impacts of the Y2K "Millennium Bug"?
* What are the risks faced by local communities, towns and
cities & environment, human health, social and economic
impacts of possible simultaneous breakdown of public
utilities / infrastructure, energy, transportation &
communications systems, food & freshwater supplies, nuclear
reactors & weapons systems, etc.?
* What tools, resources, preparations and partnerships
would be needed to enable an effective preventive and
remediative response?
* Should World Bank (InfoDev) funds be made available to
existing NGO networks in support of NGO initiatives to
strengthen community-based preparations for potential Y2K
disasters?
* Can the ECE Aarhus Convention on Access to Information,
Public Participation in Decision-Making, and Access to
Justice in Environmental Matters - in conjunction with the
Precautionary Principle of the Rio Declaration - support
public access to timely and accurate information relating to
Y2K - especially as they relate to risks to the environment?
