INTERNET AND THE ROLE OF THE PUBLIC LIBRARIES Libraries have been in a central position in making the programme of the conference. In this conference librarians have a possibility to get in contact with decisionmakers and researchers. There are together 16 plenum papers and 34 sessions available, covering themes like Access to information, New citizenship and democracy in information society and Democracy, Internet and non-governmental organisations Two of the sessions are organized by the Finnish Library Association: In session n:o 8. Copyright and Public Access to Information, the copyright lawyer of the Australian Council for Library ans Information Services, Annabelle Herd, tells why the WIPO Copyright Treaty is in Australia adopted in a more favorable way for libraries than in Europe and in the United States. There will also be a panel discussion with Annabelle Herd, Frode Bakken from Norwegian Library Association, Jukka Liedes from the Ministry of Education/Finland, and Tarja Koskinen-Olsson from Kopiosto, one of the Finnish collecting societies and Chair of IInternational Federation of Reproduction Rights Organisations' (IFRRO). Session 9. Public libraries as open access points to information and culture, will present two speakers. Marian Koren from the NBLC/Holland will compare access to information as a right of a human being and as a citizen right. Matti Sarmela from the Helsinki City Library will tell about common efforts of Finnish public libraries to organize web documents.
