Human Rights for Law enforcement



Dear friends,

I have been reading the HR education programs and follow up by various
institutions, individuals and appreciate the response. Before I say
something I would like to introduce myself, Avinash Mokashi, presently
representing the premier investigating agency of Maharashtra State in India.
The law enforcement agencies in general and the Police in specific is the
most vulnerable target for violations of Human Rights. Though, every one is
concerned for improvement in better Police -  Public Relations and stress
the need for proper implementation of  Human Rights principles yet HR
education for Law enforcement agencies  is not taken seriously as far as
India is concerned. As far as I am concerned, I consider HR education in
three stages. Understand, practice and promotion.

I appeal to all who are receiving this email to come forward and send their
suggestions for improvement in HR education for Law Enforcement Agencies
also share the various programs known to them and communicate their
concepts, views to bring about he required awareness and positive changes in
the entire system.

I had opportunity to participate in the UN Mission in Bosnia and Herzegovina
and hold position in Human Rights system. However, for the post mission
education program, need active support, feedback and supply of material
through various cases etc.
