IHREC meeting -17-19th June 2005

Dear Colleagues,

As you are well aware Dr. Liam Gearon, a member of the IHREC, has
arranged  for a human rights education conference to be held at the
University of Roehampton, United Kingdom on the 17th of June through the
19th.

Human Rights Education Conference:

Theoretical and Practical Considerations for the 21st Century 17th - 19th
June 2005 If you have already informed Roehampton of your participation
please confirm your presence at the IHREC meetings by contacting Ted
Orlin-  torlin@utica.edu.

If you have not yet contacted Roehampton please inform them of your

As part of the conference the IHREC will be holding several business
meetings. We are proposing the following as an agenda.

I. A Review of activities in light of our existing mission statement.

II. A motion to move the Secretariat from the University of Dayton (Ohio)
to Utica College (New York) for 4 years.

III. A motion to incorporate the IHREC as a not for profit organization in
New York State, the site of the proposed Secretariat.

IV.  A motion to accept a revised organizational scheme:

An Executive Board consisting of nine members:

International President

The Americas- Three Vice - Presidents (Canada, U.S., Latin America)

Europe-Two Vice Presidents (Western and Eastern Europe)

Asia/Pacific- Two Vice Presidents (Subcontinent, the rest of Asia)

Africa- One Vice President


V.  The Election of the Executive Board

VII.  A motion calling for a Regional meeting every other year.-2006, 2008

VIII. A motion calling for an international meeting every other year- 2007,
2009

   IX.   A motion to approve the proposed plan of work:

A. Each region, lead by a Vice President and a Regional Committee will
conduct a program that includes:

1. The facilitation of cooperation among human rights programs, NGOs,
governments and IGOs.

2.  The development of human rights education in the regions.

3. The coordination and the encouragement of research.

4. The development of internship experiences with relevant NGOs and
academic institutions.

5. Consultations among members for the development and improvement of human
rights programs.

B. Each region, which will be incorporated separately, and will coordinate
their activities with the International Secretariat. The International
President will attempt to participate in each regional meeting.

X.  A motion to consider a membership fee for institutions and individuals.

XII. The development of summer training institutes either credit or non-credit.

XIII.  A discussion of grant prospects and the pursuit of funding sources.

XIV.  Other Business

The changes suggested above are based on a desire to institutionalize the
IHREC, to improve its performance and to facilitate its growth. The intent
is for the regions to assume a greater role in the development process.
Each region will have autonomy to develop their own programs, seek their
own funding sources and for member institutions to better coordinate their
efforts. The International Secretariat will act to coordinate the regional
activities and assist in the development of the IHREC's aims and
advancement of the its members programs.

We would very much appreciate your feedback as to these proposed changes.
We hope to see you in Roehampton, but if you are unable to attend we
encourage you to present your ideas and concerns in writing and we will be
glad to present them at the organizational meetings.
