New Tactics Asia Regional Training Workshop Application



Dear All,

The New Tactics in Human Rights Project and our regional partner,
Forum-Asia, are very pleased to announce the Asia Regional Training
Workshop, 5 to 11 August 2005 in Chiang Mai, Thailand.

We are currently accepting applications for participation until *Monday, 4
April 2005*. We encourage you to forward this application to people you
know who fit the participant criteria provided below.

Please note that the accepted applicants for participation in the Asia
Regional Training Workshop will be provided with an economy class roundtrip
airline ticket to Chiang Mai, lodging and per diem costs to
cover their participation.

A total of 35 people will be selected to participate. We are seeking the
most diversity possible (tactics, human right issue areas, countries,
etc.), making the selection process competitive. Accepted applicants will
be chosen on the basis of the following criteria:

? Live and work in the defined regional area (Countries include:
Bangladesh, Bhutan, Brunei Darussalam, Burma, Cambodia, China and Hong
Kong, India, Indonesia, Japan, Korea, Democratic People's Republic of
Korea, Lao People's Democratic Republic, Macao Special Administrative
Region of China, Malaysia, Maldives, Mongolia, Nepal, Pakistan,
Philippines, Sri Lanka, Singapore, Taiwan, Thailand, Timor-Leste, Viet Nam)

? Advance human rights in their own community, country and/or=20 region
? Have a desire to explore new ways of thinking and develop new approaches
? Have demonstrated capacity to move others to action
? Have been at the forefront of implementing a creative tactic and could
explain to others how it was done
? Have the ability and commitment to attend the full workshop (a period of
9 days including travel)
? Have adequate proficiency in the English language to provide written
application materials and participate fully in the workshop sessions and
activities.

*III. TACTIC SUMMARY*
Submit a tactic you have played a key role in implementing using the
following guide and examples. (Please insert your summary in the spaces
provided below.)

*1. **WRITE A BRIEF DESCRIPTION OF THE TACTIC=97the specific action taken
to create a solution. (Maximum 30 words)*

_*Example_: Creating a community mediation model and process as an=
alternative dispute resolution mechanism to prevent police involvement and

*2. **AS CLEARLY AND THOROUGHLY AS POSSIBLE ANSWER Who, What, When, Where,
Why and How and Key Results of the tactic? (Maximum 250 words) *
_*Example_: _Who/Why_: The Centre for Victims of Torture (CVICT) in Nepal
created a process of community mediation as an alternative and supplement
to the criminal justice system.

How_: CVICT did research on the types of disputes occurring and then
developed a training course for
community leaders, (including women and Dalits the untouchable caste), on
settling disputes with a rights-based community mediation method.

What_: As a result, community mediation is made available for disputes
other than violent crimes, and made available to everyone, regardless of
age, sex, class, or social caste.

Where_: The mediation system is improving access to justice and the
dynamics of power in the three districts where it has been carried out.
_Key= results_: It is greatly reducing the number of arrests: In the first
year, two-thirds of cases were resolved through mediation while one-third
went to the police and the courts.

CVICT  community mediation project has been able to resolve a large number
of local disputes, create awareness about human rights, and reduce=
conflict within families and between neighbors. CVICT is expanding the
project to twelve districts, where one-third of the country population=

*3. **BRIEF DESCRIPTION OF THE BACKGROUND OF THE PROBLEM that the
tactic addressed or is addressing and why the tactic was chosen to combat
the problem(s). (Maximum 125 words)*
_*Example_: Torture in Nepal is often used in police stations as an
interrogation tool, creating torture victims and forcing people to confess
to crimes they did not commit. That is why, in this case, mediation is an
effective way of preventing torture by keeping people out of police
stations. This tactic also has other significant benefits: It expands
access to justice for people who may not have other ways to
resolve their disputes or bring complaints against the wealthy, and it
trains local people to take on or expand their leadership roles in their
communities, as mediators.(INSERT YOUR TEXT HERE)

*4. **BRIEFLY DESCRIBE THE CORE STEPS FOR IMPLEMENTING THE TACTIC (Maximum
250 words)*
/ /_*Example_: Each mediation committee has at least 30 percent women and
has at least one representative from the ethnic minorities in the
community. The steps and rules in the mediation process are very clear,
beginning with a request for mediation and involving self-representation
for both parties. During the mediation session, five to nine trained
mediators are placed between the parties of the dispute, who can also bring
others to support them. The mediation committee explains the structure of
the mediation process. The parties and their supporters each state their
case. The mediators then involve the parties in a discussion of possible
options for agreement. In general, the solutions emerge this way, from the
parties in conflict and the community. However, the mediators are also
empowered to decide that further investigation or legal action is
necessary. The mediator can decide to file a case on behalf of one of the
parties, which has resulted in the wealthy being willing to engage in the
process.

poor, marginalized or may not have other ways to resolve their disputes or

the tactic are that is uses a human rights framework while training local
people to take on or expand their leadership roles in their communities.
