Asian Forum for Human Rights and Development (FORUM-ASIA) " NGO in Special consultative Status with the Economic and Social Council of the United Nations". FORUM-ASIA has immediate opening for the following position: Position: Coordinator, Project on Dialogue Between Regional Inter-Governmental Organizations and Civil Society Project duration: present 30 June 2007 Report to: Director, Human Rights (HR) Promotion Programme Team members: Project coordinators under the Programme Coordinates with: HR Protection Programme, Capacity Building Programme, Administrative Department, Executive Summary:With an increase in regional and sub-regional State-State cooperation and information sharing on security matters, this project is created to support and complement civil society engagement with these Inter-Governmental mechanisms. Forum-Asia has now emerged as a focal point for regional and inter-regional human rights activities and networks, such as the Asian-Europe People's Forum (AEPF), Conference of NGOs in Consultation Relationship with the UN (CONGO), ESCR-Net, International Civil Society Forum for Democracy (ICSF-D), Vienna plus 10, Asian Civil Society Forum (ACSF), Asian People Security Network (APSN), Asia Peace Alliance (APA), the ASEAN People's Assembly (APA) etc. This has broadened Forum-Asia's pool of partner organisations in the region to include not only member organisations but also organisations which are part of these various networks. Forum-Asia will continue to pursue such active networking and linkages. As the continuity from Forum-Asia last three years' works, this project seeks: . To develop the abilities of member organisations and partners to interact with sub-regional intergovernmental bodies. . To strengthen existing ASEAN People Assembly (APA) and South Asian People's Assembly (SAPA) mechanisms to dialogue with inter-governmental forums and functional secretariats . To initiate a civil society dialogue and cooperation mechanism working on common human rights and peace issues in North East Asia . To support dialogue and cooperation between citizens, community, civil society and people's organisation in Asia and Europe for the promotion of a social and political fabric which can be the foundation for sustainable economic and social development. . To facilitate members/ networks engagement in other sub-regional or regional civil-society initiatives. The long term aims of this project are to achieve: o A more transparent and accountable inter-governmental platforms to national constituency, and more acceptance of NGOs and human rights defenders' engagement o Members and partners of FORUM-ASIA acquire stronger skills and well organized in lobbying ASEAN, SAARC o Civil society concerns and other regional mechanisms/ advocacy raised/ accepted by ministers or sub-committees at larger ASEAN, SAARC or other regional meetings. o Stronger cooperation between Asia and Europe civil societies on joint campaign and advocacy for a more just and equal world. o Stronger cooperation among the second track (Academic) and third track (Civil Society) towards peace and security. o The voice of the people be amplified through the strengthening of these civil society networks Key Areas of Responsibilities: 1. Develop, design and implement advocacy projects at country and regional levels in collaboration with members and partner organizations of FORUM-ASIA 2. Establish and strengthen linkages with networks and alliances with like-minded organizations 3. Planning, reporting and budgeting 4. Monitoring and evaluation of advocacy projects Forum-Asia believes in working together as a team and it is in this spirit that the Project Coordinator will work in close collaboration/ cooperation and coordination with the FA Protection, Promotion and Capacity Building Programmes team members and others, to contribute to the development of the unit and its work with the broader framework of Forum-Asia. Forum-Asia believes in the equal value of all people, mutual respect and participatory approaches in its work and expects that all staff will uphold and practice these values. Specific Duties: 1. Develop, design and implement projects at country and regional levels in collaboration with members and partner organizations - Develop advocacy projects and implement/ organize where necessary - Provide technical supports in terms of information, materials and act as resource person as per request of partner members - Assist partners and members in development of materials for training and/ or for campaign and other advocacy related activities - Undertake full responsibilities of correspondence/ information flow with partners on relevant activities and ensure follow up of activities - Ensure all logistical and financial arrangements for activities are made in most effective and efficient manner - Undertake implementation of specific activities as may be necessary - Assist the Protection Program Director in develop programs, proposals and budgets for relevant projects - Be the chief link persons in Forum Asia for relevant activities - Develop and maintain an information database that derived from the project 's concerns and outreach for office internal sharing and usage. 2. Establish and strengthen linkages with networks and alliances with like-minded organizations - Develop linkages with other networks and organizations working on similar issues - Participate and advocate Forum-Asia positions and perspectives in activities/ events organized by other organizations that would be useful for strengthening Forum Asia's partnerships and connections. 3. Planning, reporting and budgeting - Develop consolidate plans and budgets for activities under their specific responsibility - Prepare narrative and financial reports for activities under their responsibilities as per reporting schedules - Manage the budget for project activities, which in essence means taking responsibilities for expenses and funds transfers for activities to partners - Prepare documents or other information as many be necessary. For example, briefing papers, activity report or other information relevant to their specific projects. - Be the key person in the office in maintaining the relation with donors that support the project. 4. Monitoring and evaluation of projects - Monitor and evaluate projects on a regular basis in order to ensure that these are implemented in the most efficient and effective manner. - Participate and contribute in regular monthly (or other) meetings with unit team for work updates, program adjustment and planning.
