Dear all, Next Monday, 29 March, at 4:00 p.m., there will be a governmental cunsultation meeting organised by Costa Rica, a member of the Commission on Human Rights, on the draft resolution "UN Decade for Human Rights Education." As NGO representative based in Geneva, I will attend the meeting with Bob Trocme of Summer University on Human Rights, as invited by Costa Rica. This invitation was made as a result of the last governmental consultation meeting which took place on Wednesday, 24 March, so that NGOs express the reason for the need of another UN decade for HRE at the next meeting which is the one to be held next Monday. Although this is a short notice (that I appologize) since I was informed of the invitation only yesterday, I would like like to consult you all if you have anything you like us to transmit to the government delegates who will be there at the meeting. Since Bob and I have been in contact with many of you in promoting HRE in the UN system, I believe we already have good understanding on the matter. However, it will be very helful to have again the views of many of you to transmit at the meeting, and you all deserve to do so. Please, however, keep in mind that NGOs will have only a few minutes to take the floor, therefore it is imperative that when/if you write to me, your view is very brief in a few lines and that all views from you which are similar each other will be combined and very much summarised into a few sentences. For your information, the U.S. delegate in particular expressed its doubt on the need of another decade at the last meeting and wondered why NGOs wish to have another decade, while quite a few other governments did not oppose to the second decade. Certainly it does not necessarily mean that they all are proactively supporting it. I will check mails until Monday around 13:00 p.m. Please understand that if your reply be too long, we will not be able to even afford to read carefully.
