[hr-media] Burma: Leading journalist U Win Tin "celebrates" 73rd birthday in detention

Reporters Without Borders (Reporters sans frontières) and the Burma Media 
Association (BMA) today reiterated their call for the release on medical 
grounds of detained journalist Win Tin, who will celebrate his 73rd 
birthday tomorrow (12 March) in Rangoon General hospital, where he has 
taken for treatment for heart problems three and half months ago.

One of the country¹s best-known journalists and a member of the opposition 
National League for Democracy (NLD), Win Tin has spent the last 13 years of 
his life in prison. Reporters Without Borders and the BMA fear his already 
fragile health would get worse if he were sent back to prison from 
hospital, and they therefore hope the Burmese authorities will show some 
compassion.

The two organisations stressed that they oppose any lifting of political or 
economic sanctions against the Burmese government until all political 
prisoners are released and press censorship ends.

Win Tin was transferred from prison to Rangoon general hospital on 22 
November 2002 and since then has been confined to one of the 
15-square-metre rooms for political prisoners in the hospital¹s basement. A 
doctor examines him every day and he receives medicines that are 
appropriate for his condition.

A delegation from Amnesty International, making its first ever fact-finding 
mission to Burma at the military junta¹s invitation, visited Win Tin in his 
hospital room on 5 February. They were able to talk for more than an hour. 
On its return to Europe, the delegation reported that Win Tin¹s morale was 
excellent and that his state of health was reasonable. He is nonetheless 
also suffering from urinary problems.

The former editor of the newspaper Hanthawadi and vice-president of the 
Association of Burmese Writers, Win Tin has been detained since 4 July 
1989. He has been convicted and sentenced three times to a total of 20 
years in prison. One of the convictions was for sending the UN special 
rapporteur for Burma a report on the conditions of detention and the 
ill-treatment of inmates in Insein prison.


Reporters Without Borders set up a system of sponsorship 13 years ago 
whereby international news organisations are asked to support journalists 
in prison. Currently, 120 news media support imprisoned journalists by 
repeatedly appealing to the authorities for their release and by reporting 
on their situation so their cases are not forgotten.

BIRMANIE: Le célèbre journaliste Win Tin "fête" son soixante-treizième 
anniversaire en détention

C'est en détention à l'hôpital général de Rangoon que Win Tin, journaliste 
et membre de la Ligue nationale pour la démocratie, célébrera, le 12 mars 
2003, son soixante-treizième anniversaire.

A cette occasion, Reporters sans frontières et la Burma Media Association 
(BMA) réitèrent leur appel à la libération de Win Tin pour raisons 
médicales. Les deux organisations, craignant qu'une nouvelle incarcération 
n'aggrave la santé fragile du journaliste, espèrent que les autorités 
birmanes feront preuve de compassion envers un homme de 73 ans, malade, et 
qui vient de passer les treize dernières années de sa vie en prison.

Reporters sans frontières et BMA rappellent qu'elles s'opposent à toute 
levée des sanctions politiques et économiques contre le gouvernement birman 
avant la libération des prisonniers politiques et la fin de la censure sur 
l'information.

Suite à des problèmes cardiaques, Win Tin a été transféré, le
22 novembre 2002, à l'hôpital général de Rangoon. Depuis cette date, le 
journaliste séjourne dans l'une des chambres, d'environ quinze mètres 
carrés, aménagées pour les prisonniers politiques dans les sous-sols de 
l'établissement. Un médecin examine tous les jours le journaliste qui 
reçoit les médicaments appropriés à son état de santé.

Le 5 février dernier, Win Tin a reçu la visite de la délégation d'Amnesty 
International, pour la première fois en mission d'enquête en Birmanie à 
l'invitation de la junte militaire. Le journaliste et les représentants de 
l'organisation ont pu s'entretenir pendant plus d'une heure. La délégation 
d'Amnesty International a affirmé à son retour en Europe que le moral du 
journaliste était excellent et son état de santé raisonnablement bon. Win 
Tin souffre néanmoins toujours de problèmes urinaires.

Ancien rédacteur en chef du quotidien Hanthawadi et vice-président de 
l¹Association des écrivains de Birmanie, Win Tin est détenu depuis le
4 juillet 1989. Il a été condamné à une peine totale de vingt ans de 
détention, notamment pour avoir adressé au rapporteur des Nations unies 
pour la Birmanie un document contenant des informations sur les conditions 
de détention et les mauvais traitements infligés aux détenus de la prison 
d'Insein.


Il y a plus de 13 ans, Reporters sans frontières mettait en place le " 
parrainage " et appelait les médias internationaux à soutenir un 
journaliste emprisonné. 120 rédactions dans le monde soutiennent ainsi un 
confrère en demandant régulièrement sa libération aux autorités concernées 
et en médiatisant sa situation pour que son cas ne tombe pas dans l'oubli.
