The Central European and Eurasian Law Initiative (CEELI), a public service
project of the American Bar Association, is currently seeking experienced
attorneys for the following positions. Unless noted, the positions are
based in the capital city and require a twelve-month commitment. The start
dates are noted in parentheses.
CEELI considers attorneys for long-term positions with a minimum of five
years of legal experience, bar membership, high level of energy and
initiative, strong interpersonal skills, and demonstrated legal expertise
in the substantive area of the position. International experience and
foreign language skills are preferred, but not required. All participants
over 2 months receive a generous support package that covers travel,
housing, general living, and business expenses. In-country foreign
language training, medical evacuation insurance and reimbursement for
medical insurance premiums are also included.

LONG-TERM POSITIONS (around 12 months, in alphabetical order)
ALTERNATIVE DISPUTE RESOLUTION LEGAL SPECIALIST - Bulgaria (September 2003)
* Prefer experience as a mediator and with mediation training experience.
* Work with the Ministry of Justice ADR task force to develop and
implement a framework to support the introduction of ADR in Bulgaria. Work
includes providing technical assistance to task force (advising on the
development of civil procedure code amendments or a law on mediation,
developing ethics rules for mediators, developing public education campaign
on mediation, etc.), assisting with implementation of pilot court related
mediation programs in Plovdiv and Sofia.
* Assisting with the development of private ADR centers around the
country. Providing mediation skills training to attorneys and other
individuals who will provide mediation services for private centers and
court-affiliated programs.
* Work with the Ministry of Labor on the development of a Labor
Conciliation Institute, modeled after the US Federal Mediation and
Conciliation Service. Responsibilities include providing technical
assistance to MOL with developing the institutional infrastructure for the
Institute, helping develop and implement a public awareness campaign on
labor mediation, and training mediators who will service the Institute.
CRIMINAL LAW LIAISONS
* Coordinate criminal law related activities in the host country.
* Organize interactive training workshops for prosecutors, judges,
and defense attorneys on topics such as the drafting and implementation of
modern criminal justice legislation, supervision of investigations,
individual rights, white collar crime, political corruption, organized
crime, and jury trial procedures

RULE OF LAW LIAISONS
* Coordinate CEELI rule of law related activities in the host country.
* Identify, develop, and implement technical legal assistance
projects in partnership with the host country's legal community and
government representatives.
* Organize interactive training workshop on topics such as creating
an independent judiciary, drafting ethics codes, revising administrative
procedures, and developing judicial training programs.
* Manage legal reform programs focusing on continuing legal
education, law practice management, and bar development for one year.

RULE OF LAW LIAISON - Azerbaijan (September 2003)
* Facilitate CEELI's ongoing law school curriculum reform program.
* Work with law school partners to implement curriculum,
administrative and teaching methodology reforms
* Develop and maintain cooperative relationships with local partners
in the legal profession, including lawyers' associations
* Work with the Ministry of Justice as needed on advocate reform and
legal reform activities
* Cooperate with international organizations on various rule of law
activities
* Must have prior curriculum development experience, preferably in
the NIS or CEE regions
RULE OF LAW LIAISON - Bulgaria (September 2003)
* Experience in legal education preferred
RULE OF LAW LIAISON - Macedonia (August 2003)
* Work with Macedonian Bar Association, Public Prosecutors
Association, and Macedonian Judges Association on CLE and professional
training activities, focusing on transparency and ethics issues
* Work on projects related to improving minority access to the legal
profession
* Prosecutorial/Criminal Law background or knowledge preferred
* Human Rights experience preferred
SHORTER TERM POSITIONS (less than 1 year, in alphabetical order)
CURRICULUM REFORM LEGAL SPECIALIST - Azerbaijan (2-3 months, October 2003)
* Assess curriculum reform needs at two universities
* Work with law school partners to design curriculum, administrative
and teaching methodology reforms and plans for implementation
* Develop and maintain cooperative relationships with local partners
on legal education reform issues
* Must have prior curriculum development experience
* Prior development or international experience desirable
LEGAL SPECIALIST - Bahrain (4-8 months, October 2003)
* Coordinate rule of law focused technical legal assistance program
* Judicial or prosecution experience required
* Language not required, familiarity with Arab culture preferred
through study abroad or
travel/work experience.
LEGAL SPECIALIST - Bahrain (2 weeks, Aug/Sept 2003)
* Conduct prosecutor training
* Requires experience with developing and conducting training
programs for prosecutors
CONSULTANT POSITIONS
IN-COUNTRY DIRECTOR (Balkans)
* The Country Director is responsible for developing, implementing,
and reporting on, CEELI's
technical legal assistance projects in country.
* In discharging this responsibility, the Country Director must
oversee the work of the liaison
and/or legal specialists posted to the country.
* Prior management experience & excellent written/oral communication
skills required.
* JD or equivalent.
* USAID-funded project management experience
* 5+ yrs of int'l development experience & and applicable language
skills strongly preferred
NIS REGIONAL ANTICORRUPTION STRATEGY ADVISOR (12 months renewable contract,
Spring/Summer 2003, NIS country TBD)
* Assist liaisons in the six NIS countries, or a subset TBD, in the
development and implementations of anticorruption programming.
* Track anticorruption trends and initiatives to maintain expertise,
and serve as a resource to CEELI generally.
* Represent CEELI at country and regional meetings.
* Minimum of five years of legal experience related to
anti-corruption issues, preferably in both preventive and law enforcement
measures
* Experience developing and implementing anti-corruption, public
integrity, and/or accountability programs in developing countries
* High level of energy and initiative and strong interpersonal skills
* Experience in or knowledge about the region preferred
