ABA/CEELI is seeking experienced attorneys



The Central European and Eurasian Law Initiative (CEELI), a public service 
project of the American Bar Association, is currently seeking experienced 
attorneys for the following positions.  Unless noted, the positions are 
based in the capital city and require a twelve-month commitment.  The start 
dates are noted in parentheses.

CEELI considers attorneys for long-term positions with a minimum of five 
years of legal experience, bar membership, high level of energy and 
initiative, strong interpersonal skills, and demonstrated legal expertise 
in the substantive area of the position.  International experience and 
foreign language skills are preferred, but not required.  All participants 
over 2 months receive a generous support package that covers travel, 
housing, general living, and business expenses.  In-country foreign 
language training, medical evacuation insurance and reimbursement for 
medical insurance premiums are also included.

LONGTERM POSITIONS (around 12 months, in alphabetical order)
ADVOCACY TRAINING PROGRAM LEGAL SPECIALIST - Russia (Winter/Spring 2003)
*       Focus will be on civil law.
*       Development of basic skills and follow-up seminars for more 
advanced skills training, including interviewing a client, preparing a 
witness, opening statement, closing argument, preserving issues for appeal, 
case investigation, how to work with evidence, etc.
*       Prefer experience with developing new programs, especially CLE type 
advocacy training.
*       Must have training experience,
*       Good interpersonal skills also preferred, because position entails 
staff development and skills transfers.

HUMAN RIGHTS/CRIMINAL PROCEDURE SPECIALIST - Morocco (8-10 months, March/April
                                         2003)
*       Coordinate technical legal assistance program focusing on criminal 
procedure and
      international human rights
*       Arabic or French fluency is strongly preferred
*       Background in international human rights law or criminal procedure 
is required

CRIMINAL LAW LEGISLATIVE LEGAL SPECIALIST - Bosnia (1 year - renewable; May 
be multiple
                                                           2-4 month 
positions, TBD)
*       Assist, through providing drafting support, in the development and 
adoption of new criminal justice laws.
*       Current program focuses include criminal procedure and substantive 
criminal law provisions, including money laundering, trafficking in 
persons, plea bargaining, witness protection, and anticorruption.
*       Significant legislative drafting experience, preferably of criminal 
justice or related legislation.
*       Criminal law practice desirable but not necessary
*       Must be available for at least 6 weeks
*       2-4 month availability highly preferable.

CRIMINAL LAW LIAISONS
*       Coordinate criminal law related activities in the host country.
*       Organize interactive training workshops for prosecutors, judges, 
and defense attorneys on topics such as the drafting and implementation of 
modern criminal justice legislation, supervision of investigations,

GENDER ISSUES LEGAL SPECIALISTS - Russia (Winter/Spring 2003)*
*       Conduct training workshops on domestic violence, sexual assault, 
and trafficking for the purpose of prostitution.
*       Develop training programs on gender related employment issues, 
including sexual harassment and discrimination.
*       Assist non-governmental and government organizations in legal 
literacy initiatives relating to women's legal rights.
*       Help to develop legal clinics to assist the victims of domestic 
violence and gender discrimination.
*       Provide guidance in the development and strengthening of women's 
bar associations.
*       Prefer experience with domestic violence prevention, solid 
background in trafficking issues.

*       Identify, develop, and implement technical legal assistance

SHORTER TERM POSITIONS (less than 1 year, in alphabetical order)

ALTERNATIVE DISPUTE RESOLUTION LEGAL SPECIALIST - Bulgaria (May-October 2003)
*       Prefer experience as a mediator and with mediation training experience.
*       Work with the Ministry of Justice ADR task force to develop and 
implement a framework to support the introduction of ADR in Bulgaria.  Work 
includes providing technical assistance to task force (advising on the 
development of civil procedure code amendments or a law on mediation, 
developing ethics rules for mediators, developing public education campaign 
on mediation, etc.), assisting with implementation of pilot court related 
mediation programs in Plovdiv and Sofia.
*       Assisting with the development of private ADR centers around the 
country. Providing mediation skills training to attorneys and other 
individuals who will provide mediation services for private centers and 
court-affiliated programs.
*       Work with the Ministry of Labor on the development of a Labor 
Conciliation Institute, modeled after the US Federal Mediation and 
Conciliation Service.  Responsibilities include providing technical 
assistance to MOL with developing the institutional infrastructure for the 
Institute, helping develop and implement a public awareness campaign on 
labor mediation, and training mediators who will service the Institute.

CLINICAL LEGAL EDUCATION SPECIALIST - Georgia (2-3 months, TBD)
*       Work with two or more of Georgia's leading law clinics (and their 
branch offices)
*       Develop their training program for law students, including (1) 
advising on procedures for selection of students; (2) developing a program 
which is uniform, with the inclusion of specific activities that can be 
evaluated; (3) helping to develop training manuals; (4) developing 
evaluation procedures to document the work done by the trainee and the 
quality of skills developed.

JUDICIAL LEGAL SPECIALIST - Almaty, Kazakhstan (2 months, March 2003)
*       Conduct targeted trainings on judicial ethics with the new Judicial 
Training Center (JTC)
*       Explore the JTC's interest in the development of a comprehensive 
module on judicial ethics that can be made a part of all JTC trainings
*       Explore opportunities to provide targeted trainings to Judicial 
Ethics Commissions
*       Work with the Commissions to develop an action plan for enforcement 
of judicial ethics
*       Provide assistance on other ethics-related topics
*       Prefer experience with judicial ethics - code development, 
enforcement and training.

LEGAL SPECIALIST - Bahrain (7 months with possible break in Summer, 
March/April 2003)
*       Coordinate rule of law focused technical legal assistance program
*       Court administration and/or judicial experience required
*       Language not required, familiarity with Arab culture preferred 
through study abroad or
      travel/work experience.

LEGAL SPECIALIST - Bahrain (2 weeks, June/July 2003)
*       Conduct prosecutor training
*       Requires experience with developing and conducting training 
programs for prosecutors

PROCUREMENT LAW SPECIALIST - Slovakia (series of three 7-14 day trips 
between April 1 and
                                            October 31, 2003)
*       Work will focus on assisting the national procurement directorate 
with developing its
      procedures and staff capacity
*       Will develop pilot procurement reform project in one national ministry

CONSULTANT POSITIONS

NIS REGIONAL ANTICORRUPTION STRATEGY ADVISOR (12 months renewable contract, 
Winter 2003, NIS country TBD)
*       Assist liaisons in the six NIS countries, or a subset TBD, in the 
development and implementations of anticorruption programming.
*       Track anticorruption trends and initiatives to maintain expertise, 
and serve as a resource to CEELI generally.
*       Represent CEELI at country and regional meetings.
*       Minimum of five years of legal experience related to 
anti-corruption issues, preferably in both preventive and law enforcement 
measures
*       Experience developing and implementing anti-corruption, public 
integrity, and/or accountability programs in developing countries
*       High level of energy and initiative and strong interpersonal skills
*       Experience in or knowledge about the region preferred

IN-COUNTRY DIRECTOR (CEE country, TBD)
*       The Country Director is responsible for developing, implementing, 
and reporting on, CEELI's
      technical legal assistance projects in country.
*       In discharging this responsibility, the Country Director must 
oversee the work of the liaison
      and/or legal specialists posted to the country.
*       Prior management experience & excellent written/oral communication 
skills required.
*       JD or equivalent.
*       USAID-funded project management experience
*       5+ yrs of int'l development experience & and applicable language 
skills strongly preferred

CEELI FELLOWS PROGRAM
Each year CEELI offers a limited number of professional fellowships to 
legal practitioners, analysts, and scholars through its CEELI Fellows program.

The Fellows program is designed with two goals in mind: 1) To strengthen 
CEELI's capacity to develop research and analytical publications that 
complement the programmatic efforts of the organization's network of 
approximately thirty field offices; and 2) To provide legal professionals 
early in their career and from around the world with practical experience 
and insight into the field of technical legal assistance.

Fellows work entirely in CEELI's Washington, D.C. office as part of the 
Legislative Assistance & Research program. They are fully integrated into 
CEELI's day-to-day operations in Washington DC, and are relied upon to 
conduct in-depth legal research and provide analysis of issues related to 
the rule of law and legal reform in emerging democracies and transitioning 
states. While on staff at CEELI, Fellows will pursue both directed and 
independent research projects.

Fellows are hired as employees for roughly 1 year, beginning on or about 
September 2nd, 2003 and ending August 31st, 2004. Fellows receive an annual 
salary of approximately $35,000 with ABA benefits, including paid vacation 
and administrative leave, Federal holidays, and medical, dental, and vision 
care insurance. Foreign applicants are responsible for obtaining 
authorization to work in the United States.

Eligibility and Selection Criteria
CEELI welcomes applications from candidates of all countries. Competition 
for Fellow positions is merit-based and selection will be made on the basis 
of academic excellence, professional aptitude and experience, leadership 
potential in the fields of international development and legal reform, and 
command of the English language.

The following selection criteria will also be applied:
*       Fellow candidates must hold a law degree from either a U.S. or 
foreign law school, and have at least two years of relevant experience.
*       Fellow candidates must demonstrate expertise in at least one of 
CEELI's focal areas: Judicial Reform, Independence of the Legal Profession, 
Legal Education, Gender Issues, Anti-corruption and Public Integrity, and 
Conflict Prevention and Resolution.
*       Fellow candidates must be familiar with both international law and 
comparative legal systems. Familiarity with international development or 
technical legal assistance programming is welcomed.
*       Fellow candidates must be highly motivated, able to work 
independently, and possess both excellent interpersonal and writing skills.
