This memorandum is to notify you that the ABA-UNDP International Legal Resource Center (www.abanet.org/intlaw/ilrc) has received a request from United Nations Development Programme (UNDP) Country Office in Ethiopia for one long-term international consultant (initial mission can last up to six months) to serve as a lead advisor for a comprehensive justice reform program underway in Ethiopia. The initial mission is expected to start as early as November 2002. The "Ethiopian Justice System Reform Programme", jointly sponsored by the Ministry of Capacity Building and UNDP, is expected to include various components covering legislative reform, court administration reform, law enforcement enhancement, and legal education and training improvement. Given the large scope of this initiative, UNDP/Ethiopia prefers an international consultant not only with excellent overall experience in designing and implementing legal and judicial reforms, particularly in developing countries, but also someone through whom further institutional support will be readily available. Please find below a detailed TOR for this request.
