This message is to notify you that the ABA Section of International Law and Practice has received a request from the RFK Memorial, Center for Human Rights, for a legal expert(s) to participate in a proposed delegation to Kenya in late October/early November 2002. The delegation is expected to hold a workshop on gerrymandering, constitutional review, and other human rights issues and to meet with different members of Kenyan civil society. RFK is looking for lawyers with expertise in constitutional and human rights issues and/or experience as a constitutional law professor, district judge, or civil liberties lawyer. We would be most appreciative if you could review the message below and determine whether you or anyone you know might possess the appropriate expertise. A laureate is a Human Rights activist, who has been awarded for the work he/she has done in the past and still is working on the improvement of Human Rights in the country of origin. In Kenya, the center's laureate is Mr. Gibson Kamau Kuria, a very talented lawyer, who just won a major law suit wherein the Kenyan High Court, citing three US Supreme Court Cases, and using their reasoning, declared section 5 of the 1992 District and Province Act unconstitutional in its attempt to modify/repeal section 4 of the Kenyan Constitution (Section 4 recognizes the one person one vote principle). With this in hand, Mr. Kuria aims at moving forward to press the Electoral Commission to implement the High Court Ruling. This endeavor along with other objectives needs support. At the request of the center's laureate in Kenya, the RFK Memorial, Center for Human Rights, is putting together a delegation with the intend to be in Kenya late October early November 2002. The delegation is expected to hold a workshop on gerrymandering, constitutional review, and other human rights issues. The delegation is also expected to have meetings with different members of the Kenyan civil society. The composition of the delegation would include Constitutional Law Professors, District Judges, and Civil Liberties Lawyers.
