The Judicial Reform Index (JRI) is an evaluation tool for assessing a 
cross-section of key factors for judicial reform in emerging democracies. 
The results of these evaluations are collected in a standardized format 
for each country, enabling users to compare and contrast performance of 
different countries in specific areas.
