[hr-education] IV Inter-American Report on Human Rights Education

Dear Colleagues, 

It is a pleasure for us to announce the bilingual version of the "IV
Inter-American Report on Human Rights Education: Developments in national
planning", with the purpose of sharing with you the latest results of our
ongoing research on the subject in Latin America.

This Report represents the fourth part of our investigation on the
progress of human rights education (HRE) in the 19 countries that signed
the Additional Protocol to the American Convention on Human Rights on the
subject of Economic, Social and Cultural Rights, or Protocol of San
Salvador, whose article 13.2 provides a consensual basis to establish HRE
as an obligation for the signatory States.

This IV Report focuses on the planning of HRE at the country level. It
examines the preparation of National HRE Plans, as recommended by the U.N.
Decade on Human Rights Education, and the steps taken by the countries in
that direction, if any. Where no National HRE Plan exists, nor it is in
the making, the IV Reports looks at HRE components in other kinds of
planning documents, such as National Human Rights Plans, National
Education Plans, "Education for All" Plans, or other initiatives relevant
to the subject.
