Last week I had an interesting example of just what Abraham notes. I attended a meeting hosted by a British government department that is funding a quite exciting programme of HRE now being developed by the British Institute of Human Rights with NGO and academic support. Good news. Of course no one mentioned the World Program. The initiative responds to a more local, that is to say national agenda. I agree, however, that we may also in other circumstances be able to use the World Program commitment to encourage further government support.
