My dear friend Abraham and colleagues: It's good to hear from you and your concerns regarding the WPHRE. I fully support Abraham's proposal. I think that our so call "authorities", at the Ministries of Education can't be so irresponsible forgetting that the World Plan on Human Rights Education bind the States members of UNO to implement the Plan. I think that our institutions should find a way in order that the UN Council on Human Rights could analyze this situation and adopt some mechanisms to constrain the UN States members to assume their responsibilities in the implementation of the Plan. Our goverments will always argue about the lack of funds, but I believe that that it is not a problem of money, it is a problem of decision and good will. As our good friend Patrick Karanja says, ..." unless we the actors take the debate further to our people, the World Programme (like the Decade) may fail to realistically accomplish its very noble objectives. And this is a task we cannot afford to fail....". Yes Abraham, as you say, "We have the ethical and political capacity, competence and power to make this demand". Let's unite in this endeavor.
