Dear all: It is very important to hear about the implementation of the World Programme. Actually HRE for primary and secondary school was introduced in Cambodia since 1995 and it has been included in the curriculum of the primary and secondary school too. However the implementation of the program was not completed and improvements of the curriculum are needed for it to be more appropriate and with more detail about the human rights situation of the world. The government initiated a program of legal and judicial reform in which the improvement of including the human rights and civil rights concept to the curriculum of the primary and secondary school was one of other programs of the larger legal and judicial reform strategy. The strategy was officially adopted by the government of Cambodia in June 2003. The program is composed of seven strategic objectives -- improving human rights is one of them. Actually the government showed a strong commitment to improve the situation of human rights in Cambodia but since the government has many reform programs to execute the budget allocation for the human rights education program is still limited; the program was not implemented well because of budget constraints. However, some improvement has been a result from the implementation of HRE. However the improvement of the human rights education program needs more consideration from all stakeholders. Government alone can't fulfill all the huge goal of human rights improvement through education. Donors and international organizations play a very important role to assist governments to achieve this objective, where is the goal of the World Programme for human rights education, as well as for the whole people in the world.
