It might be good to ensure that promoting HRE work related to the specific thematic / sectoral issue of each mandate holder is recognized as one of functions In addition to the HRE specific inputs, it might be good if the NGO WG on HREL can reiterate the importance of maintaining both thematic AND country special procedures - with their independence intact - and possibly, enhanced. There is a fear that the HRC decision to establish a WG to "rationalize" special procedures is a code word for some member states to clip the wings of this independent and vocal group of experts - and the planned manual, should not become a tool to silence and limit the mandates of special procedures.
