West African Learning Program on Budget Analysis and ESC rights (Monrovia, 9-18 April 2007)

DEAR FRIENDS AND COLLEAGUES, 

We are very excited to announce the West African Regional Learning Program
on Budget Analysis and Economic, Social and Cultural Rights.

This program, organized at the initiative of the Foundation for Human
Rights and Democracy (FOHRD), in partnership with Fundar - Centro de
Análisis e Investigación, the International Budget Project
(IBP), the International Human Rights Internship Program (IHRIP), and the
International Network for Economic, Social and Cultural Rights (ESCR -
Net) will take place in Monrovia Liberia, 9 to 18 April 2007.

The West African Regional Learning Program on Budget Analysis and ESC
Rights is aimed at activists involved in development work, social and
economic justice movements, human rights organizations and applied budget
groups based in and working in West African countries. Program
participants will acquire the basic skills needed to read and analyze
budgets, assess situations within a rights framework, and relate budgets
to economic, social and cultural rights obligations. They will also
explore how these combined skills can be used in their ongoing advocacy
efforts.

The 1st International Learning Program on Budget Analysis and ESC Rights
was held in Alcochete, Portugal in March 2005 while the 2nd Program was
held in Buenos Aires, Argentina in October 2006. The demand for and
success of those first and second Programs demonstrates a need to offer
the learning opportunity to more organizations-this time limited to those
in West Africa.

organizational endorsement to ESCR-Net, no later than 17 JANUARY 2007
(application must arrive by this date)

*Please note that selected participants not able to cover their own food
and accommodations will be granted a scholarship and a fee waiver.
