Call for Applications for the 27th Annual International Human Rights
Training Program (IHRTP)

Dear Friends,

Equitas will be holding its 27th International Human Rights Training
Program (IHRTP) in Ste-Anne-de-Bellevue, Québec, Canada, from June 11 to
June 30, 2006. This annual, intensive three-week program brings together
around 120 participants from approximately 60 countries.

 
GOAL OF THE PROGRAM 

The goal of the IHRTP is to strengthen the capacity of human rights
organizations to undertake educational efforts aimed at building a global
culture of human rights. The IHRTP aims at enabling participant
organizations to undertake more effective human rights education
activities. To this end, the Program places a strong emphasis on transfer
of learning and on follow-up activities. Participants will be asked to
develop an individual plan for putting their learning into action as part
of the training.

 
CURRICULUM MODEL 

The curriculum model is based on principles of adult experiential
learning, in which participants and facilitators engage in a process of
mutual teaching and learning. Participants work for the most part in
groups of about 15 with a facilitator whose role is to provide guidance in
achieving the Program objectives. In addition, internationally recognized
human rights experts are also invited to give presentations and
participate in panel discussions throughout the three-week session.

 
PROGRAM CONTENT 

The IHRTP is an intermediate-level program that focuses on international
human rights standards, current human rights issues and human rights
education strategies. The exploration of human rights principles and
instruments, ongoing critical reflection and inquiry and extensive sharing
of experiences allow participants to strengthen their capacity to engage
in effective human rights education.

*Week 1 

Participants will get to know the members of their working group and
engage in activities that lay the groundwork for developing a productive
group dynamic based on mutual respect. They will become familiar with the
overall Program content and methodology and begin a process of reflection
on their individual societies, the human rights work of their
organizations and their own role within those organizations. Participants
will also compare their roles as human rights activists/educators and
reflect on the universality of rights.

*Week 2 

Participants will begin the week discussing issues of particular interest,
leading to an examination of their roles as human rights workers and
educators in the current global context. Through case studies and
discussions, participants will examine major international human rights
instruments in order to explore the usefulness of these instruments in
their work.

*Week 3 

Regional workshops will provide participants from the same geographic
region the opportunity to work together to examine key components of
effective monitoring and advocacy and the role of these activities in
human rights education. Participants will synthesize previous themes and
examine emerging human rights issues. Participants will also become
familiar with methods of evaluating educational activities

 
ORGANIZATION AND PARTICIPANT PROFILES 

Organizations that nominate candidates must primarily be representatives
of non-governmental organizations (NGOs) or community-based organizations
(CBOs), but also of National Human Rights Institutions ; have a
demonstrated commitment to the protection and promotion of human rights;
and be involved in human rights education activities, such as training
sessions, workshops, public awareness campaigns, advocacy, monitoring.
Priority in the selection will be given to candidates affiliated with NGOs
and CBOs. However, in a limited number of cases, consideration will also
be given to candidates affiliated with other types of organizations, such
as national human rights institutions and educational institutions.

Candidates from qualifying organizations must be active members of their
organization for at least 2 years; be in a position to influence the human
rights education work of the organization; have a knowledge of human
rights principles and major international instruments; and be proficient
in either English or French.

 
PROGRAM LOCATION AND DATES 

The IHRTP will be held from June 11 to June 30, 2006 at John Abbott
College in Ste-Anne-de-Bellevue, Québec, Canada.


PARTICIPATION FEE 

The participation fee is CAN $4,665. This includes tuition, accommodation
and meals, program materials, and emergency medical insurance. There are a
limited number of bursaries available.

appel de CANDIDATURES POUR La 27E session du PROGRAMME INTERNATIONAL
DE FORMATION AUX droits humains (PIFDH) 

Chères et chers collègues, 

La 27e session du Programme international de formation aux droits humains
(PIFDH) organisée par Equitas, aura lieu du 11 juin au 30 juin 2006 à
Sainte-Anne-de-Bellevue, Québec, Canada. Chaque année, ce programme
intensif de trois semaines accueille plus de 120 participantes et
participants provenant d’environ 60 pays.

 
BUT DU PROGRAMME 

Le but du PIFDH est de renforcer la capacité des organisations à mettre en
œuvre des activités d’éducation en droits humains afin de contribuer au
développement d’une culture mondiale des droits humains.

Le PIFDH a donc pour finalité de permettre aux organisations participantes
de mettre en œuvre des activités d’éducation en droits humains plus
efficaces. À cette fin, le Programme accorde une place importante à la
retransmission des connaissances acquises et aux activités de suivi. Les
participant(e)s devront, durant le Programme, développer un Plan
individuel pour « mettre en action » les connaissances et habilités
acquises.

 
MODÈLE D’APPRENTISSAGE 

Le PIFDH est fondé sur les principes de l’apprentissage pour adultes basé
sur l’expérience. Durant le PIFDH, les participant(e)s et les
animateurs/trices s’engagent à prendre part à un processus d’enseignement
et d’apprentissage mutuels. Les participant(e)s travaillent la plupart du
temps en groupes d’environ 15 personnes, avec un(e) animateur/trice dont
le rôle est d’orienter le travail du groupe vers l’atteinte des objectifs
du Programme. De plus, des expert(e)s des droits humains
internationalement reconnu(e)s sont également invité(e)s à donner des
conférences ou à participer à des débats.

Contenu du Programme 

Le PIFDH est un programme de niveau intermédiaire se concentrant sur les
normes internationales des droits de la personne, les questions
d’actualité relatives aux droits humains et les stratégies d’éducation en
droits humains. Une exploration des principes et des instruments relatifs
aux droits humains, une réflexion critique continue, ainsi qu’un partage
approfondi de leurs expériences permettent aux participant(e)s de
renforcer leur capacité à mener à bien des activités d’éducation en droits
humains, une fois de retour dans leur pays.

*Semaine 1 

Les participant(e)s apprennent à connaître les membres de leur groupe de
travail et participent à des activités visant à développer une dynamique
de groupe productive fondée sur le respect mutuel. Elles/ils se
familiarisent avec le contenu et la méthodologie du Programme, et entament
un processus de réflexion sur leur société, le travail de leur
organisation et leur propre rôle. Elles/ils comparent leurs rôles de
militant(e) et d’éducatrice/teur, et réfléchissent à l’universalité des
droits.

*Semaine 2 

La semaine débute par des discussions sur des questions d’actualités,
amenant les participant(e)s à analyser leur rôle dans le contexte mondial
actuel. À travers des études de cas et des discussions, les
participant(e)s étudient les caractéristiques des principaux instruments
internationaux des droits humains afin d‘analyser leur utilité dans leur
travail.

*Semaine 3 

Des ateliers régionaux fournissent aux participant(e)s en provenance d’une
même région l’occasion d’analyser les éléments clés d’une observation et
d’un plaidoyer efficaces, ainsi que le rôle de ces activités dans
l’éducation en droits humains. Les participant(e)s synthétisent les thèmes
abordés et analysent les questions d’actualité relatives aux droits
humains. Elles/ils se familiarisent enfin avec les méthodes d’évaluation
des activités d’éducation.

 
PROFIL DES ORGANISATIONS ET DES PARTICIPANT(E)S 

Les organisations présentant une candidature doivent : être, à priori, des
organisations non gouvernementales (ONG) ou communautaires (OC); démontrer
un engagement envers la promotion et la protection des droits humains, et
être engagées dans des activités d’éducation en droits humains via des
sessions de formation, des campagnes de sensibilisation et de plaidoyer,
des dénonciations des violations, etc. Lors de la sélection, la priorité
sera accordée aux participant(e)s issu(e)s d’ONG ou d’OC. Cependant, les
candidatures d’individus affiliés à d’autres types d’organisations
engagées dans la promotion des droits humains, notamment les institutions
nationales des droits humains et les institutions d’enseignement, pourront
aussi être considérées.

Les candidates et candidats doivent être des membres actifs de leur
organisation depuis au moins 2 ans; être en mesure d’influencer les
activités d’éducation en droits de la personne menées par leur
organisation; connaître les principes et les instruments internationaux
relatifs aux droits humains; et maîtriser soit le français, soit
l’anglais.

DATE ET LIEU DU PROGRAMME 

Le PIFDH aura lieu du 11 juin au 30 juin 2006 au Collège John Abbott à
Sainte-Anne-de-Bellevue, Québec, Canada.

FRAIS DE PARTICIPATON

Les frais de participation s’élèvent à 4,665 $CAN. Ce montant comprend les
frais de formation, l’hébergement et les repas, le matériel didactique,
ainsi qu’une assurance médicale pour les urgences.
