First phase of the World Programme for HRE in India



Dear Elena Ippoliti & Myriam Karela,

Greetings from People's Watch – Tamil Nadu!

We are extremely happy to have received your mail informing us of the
final draft of the plan of action for the first phase of the World Program
of Human Rights Education that has just been publicized.  I am quite happy
about the timing of the finalization of the draft plan of action because
it coincides with a very major step that we are taking forward, namely,
within India the consolidation and expansion of our HRE in schools program
to 10 other States.  I think therefore it is right on my part to share
with all of you what we have done since we last met in September 2004 in
Geneva to work on the Draft Plan of Action for the World Program of HRE.

I am happy to inform you that the Government of Tamil Nadu in south India
where we had successfully and quietly introduced HRE for the last 3 years
to over 30,000 students in about 258 schools has now passed a Government
Order allowing us to continue the program in schools that were assigned to
us for a further period of 3 years continuously.  This is a major
achievement of ours.

I am happy to inform you that we have now commenced our expansion program
of HRE in schools in 10 States through very experienced, reputable,
creditable organisations for the first time in the history of our country
making HRE in schools a joint work of a number of organisations.  Our
partnering organisations in the 10 States are as follows:

be meeting for the first time in Maduari to consolidate plan and
strategies to take forward this program in leaps and bounds just as World
Program of HRE moves forward.

I therefore thought that it would be mutually right on my part to share
this valuable information of success with all of you.  We continue to
request from each of you more support, guidance and solidarity as we move
forward.

Kindly keep us informed of the final steps that you take towards the
adoption of the revised draft plan of action.
