Baseline studies for National Plans of Action for HRE



Dear Colleagues,

I am involved in a UNDP project that aims at promoting human rights in
Armenia.  A number of countries adopted the national plans of action for
human rights education. As the Guidelines for the National Plans of Action
for HRE, developed by the OHCHR indicates a base line study is an
important preparatory step for developing such national plan.

We seek to learn about suitable methodologies on designing and conducting
such base line study/needs assessment. It would be very useful also to get
copies of reports on base line studies as well as contacts of
international experts who do consultancies on needs assessment on human
rights education.
