HRE and the National Service Training Program Act in the Philippines



Dear Colleagues in Human Rights Education,

As an input to the current discussion on human rights education and
citizenship education, in the Philippines the legislature enacted a law
called the National Service Training Program Act, popularly known as NSTP.
All tertiary level students taking up at least a two-year collegiate
education are required to enroll in NSTP for two semesters. There are
three components from which to choose - Reserved Officers Training Course,
Civic Welfare Training Services and Literacy Training Services. These
components have one common goal -- to teach good citizenship. The
Commission on Human Rights of the Philippines Regional Office 1, which I
head as regional director, has sought to encourage the inclusion of human
rights education in all of the three NSTP program components. We forged
partnerships with eleven colleges and universities located in eight cities
and four provinces of Region 1 to establish Centers for Human Rights
Education. Through these Centers for Human Rights Education we have
successfully integrated the teaching of human rights especially under
Civic Welfare Training Services, which was the more thickly populated
course under NSTP. For further inquiries about this, please don't hesitate

We are also organizing a human rights educational tour involving the
Centers for Human Rights Education. Those who will want to enroll may
contact this email address so we can send details of the tour. Expenses
will be shouldered by the enrollees, who will attend a seminar on human
rights arranged in different Centers for Human Rights Education and also
an educational tour during each day of the targeted five days. The tour
will start as a pilot project in August 2005 at a cost of 60,000 pesos
inclusive of local transport from Manila NAIA airport and back to places
of destination, board and lodging, certificate, handouts, tour and seminar
registration fee but exclusive of airfare and other visa and travel
expenses from point of origin to Philippines. Needed documents for visa
applications shall be provided.
