ONE WORLD CENTRE FOR NORTHERN IRELAND

Training and Research Officer
(Full-time, 3 years, fixed term contract)

JOB DESCRIPTION

1.	Summary of Responsibilities

This post is part of a three year One World Centre project supported by
Development Co-operation Ireland.  The main aim of the project is to
enhance communication, improve practice and strengthen capacity in the
development education sector in the north and south of Ireland.  The
project is a response to perceived capacity deficits in the sector and
based on a One World Centre Feasibility Study into appropriate responses
to these deficits.  The strategic objectives of the project are to produce
a bi-annual development education journal, organise an annual development
education conference, and deliver development education training seminars.
The project will be delivered with the support of Comhlamh:  Development
Workers in Global Solidarity, a development organisation with offices in
the north and south of Ireland.


2.	Specific Duties are:

i) To compile, edit and disseminate a bi-annual development education
journal to facilitate reflection and discourse on development education in
the island of Ireland.  The journal will feature in-depth quality
contributions on different aspects of development education practice
including methodologies, monitoring and evaluation, the production of
resources, enhancing capacity, etc.

ii) To establish an Editorial Group to support the production of the
journal and convene regular meetings of the group to provide advice on
each issue.

iii) To organise an annual development education conference with the aim
of sharing good practice, strengthening networking links and facilitating
new partnerships both within the island of Ireland and overseas.

iv) To plan the conference in partnership with an Advisory Group
comprising representatives from the development education sector in the
north and south of Ireland.

v) To deliver two development education seminars in each year of the
project one in Northern Ireland and one in the border counties in areas
where there has been a marked absence of development education practice.
The aim of the seminars will be to introduce participants to key
development issues and skills, and create new opportunities for
involvement in development work, either in the island of Ireland or
overseas.

vi) To share the learning and good practice generated by the project
through appropriate internet sites, media, professional journals, and
development education publications.

vii) To represent the One World Centre on development networks, statutory
fora, professional associations and other bodies which can support the
work of the project.

viii) To provide monthly written reports to the One World Centre's
Management Board and project reports to Development Co-operation Ireland.
The Training and Research Officer will report to the Project Leader
(Centre Co-ordinator) and may on occasion be expected to attend meetings
of the Centre's Management Board.

ix) To undertake any other duties and responsibilities commensurate with
the grade.


3.	Conditions of Employment

Salary £26,000 - this post has been funded by Development Co-operation
Ireland (DCI) for a three year period, and will have a probationary period
of six months.

Pension The One World Centre implements a Stakeholder Pension Scheme for
employees.

Hours	35 hours per week, normally worked from 9.00am - 5.00pm, Monday to
Friday.  It will be necessary on occasion to work outside these hours for
which time in lieu will be offered.

Management 	Reporting line will be to the Centre's Co-ordinator who will
also serve as the Project Leader.

Annual Leave 	25 days holiday plus statutory days (with pay).  The holiday
period runs from 1 April.

TRAINING AND RESEARCH OFFICER

SKILLS CRITERIA


1.	Essential Criteria

* A third level degree;
* Proven experience in the research and publication of articles;
* Experience in the organisation and delivery of training seminars;
* A comprehensive understanding of development education and knowledge of
development networks and organizations in local and international
contexts;
* Computer skills commensurate with the production of reports and
publications;
* Good organisation and communication skills;
* A driving licence and access to a car.


2.	Desirable Criteria

* A post-graduate qualification;
* Published articles in international development and / or development
education journals or periodicals;
* A recognised qualification in training delivery;
* Work experience with a development organisation;
* Advanced computer skills in desktop publishing, internet access and word
processing;
* Web design and maintenance skills;
* Experience in project management and delivery.
