2. SEEKING INFORMATION ON OBLIGATIONS OCCUPYING POWERS HAVE TO PRIMARY
EDUCATION IN THE AREAS THEY OCCUPY

Dear Colleagues

I'm am writing a dissertation on the obligations occupying powers have to
primary education in the areas they occupy.  I have not found any
significant literature that directly concentrates on this issue and a
friend advised that I send an email to this list. I was wondering if
anyone might know of any sources that could be of assistance. I'm worried
that somewhere in some library there is a book that I haven't found that
deals directly with my topic. The categories of scholarship I'm relying on
thus far include the following (and I've have given a quick summary of
what I found the literature to contain or not to contain): the right to
education (CRC, CESCR, commentaries on these treaties, and ESC rights
generally. Not much mention is made of education in conflicts, never mind
occupation - aside from some comments on the situation in Israel.);
education in emergency situations (e.g., work by UNICEF, UNESCO, Boyden
and Rydey's study, and INEE - these works tend to take on a pragmatic
approach, outlining on-the-ground measures that need to be taken to curb
the various problems that can arise when war enters into a society. They
are, however, largely absent of considerations of occupation and at most
recall that human rights are applicable in times of armed conflict without
giving more detail); and human rights and the law of occupation (this is
almost completely absent of considerations to ESCR and education. Israel
High Court decisions and the most recent ICJ advisory opinion is of some
help).

It is the first time to write to you. I am a PhD student. I study Michael
W. Apple (John Bascom Professor of Curriculum & Instruction and
Educational Policy Studies). I would be pleased if you send me any files
or researches about him in order to grasp his ideas. I suffer from a lack
of references about him.
