[hr-education] Re: Strategies for introducing HRE into primary and secondary school at the national level

Je voudrai faire partager l'expérience de l'UIDH en la matière.

L'Union Interafricaine des Droits de l'Homme (UIDH) avec les partenaires
suivants : UNICEF, Ibn Batuta, Mouvement Burkinabe des Droits de l'Homme
et des Peuples (MBDHP) a initié un projet pour l'introduction de
l'éducation des droits de l'homme au niveau du primaire et du secondaire
en 1995.

Avec une association appelée «Ibn Batuta», qui compte parmi ses membres
des professeurs et instituteurs, nous avons testé ce programme, les
résultats étaient très positifs.

1)      Nous avons décidé d'introduire ce programme au même titre que les
différentes matières déjà enseignées comme l'histoire, la géographie, les
mathématiques, etc. Ainsi, nous avons formé les enseignants dans des
disciplines comme:
-       Les instruments nationaux, régionaux et internationaux
-       Histoire et anthropologie des droits de l'homme, etc.

A la fin de la  session, nous avons demandé aux enseignants d'introduire
les questions des droits de l'homme dans leur programme.
2)      Nous avons élaboré du matériel didactique à l'intention des
enseignants.

3)      Notre troisième défi consistait à élaborer des programmes
d'éducation aux droits humains au niveau des zones où sont implantées les
sections de l'UIDH.

4)      Nous avons demandé au gouvernement d'introduire l'éducation des
droits de l'homme au sein des établissements. Nous avons développé un lobby
pour atteindre cet objectif.

Les résultats n'ont malheureusement pas atteint nos espérances mais il y a
eu un début qu'il faut consolider. Les autorités sont hésitantes, mais
nous continuons à lutter pour faire de l'éducation des droits de l'homme
en milieu scolaire une réalité.

Dear colleagues,

I would like to share the experience of UIDH in HRE in Burkina Faso.

The Inter-African Union for Human Rights (Union Interafricaine des Droits
de l'Homme, UIDH) -- with the following partners: UNICEF, Ibn Batuta,
Burkinabe Movement for Human and Peoples' Rights (MBDHP) -- in 1995
initiated a project to introduce human rights education into primary and
secondary education.

With an association called "Ibn Batuta", which counts among its members
professors and teachers, we tested this programme - the results were very
positive.

1) We decided to introduce this programme in the same way as subject
matters already taught like history, geography, mathematics, etc. Thus, we
trained the teachers in disciplines like:
- national, regional and international instruments
- history and anthropology of human rights, etc. At the end of the
session, we requested the teachers to introduce human rights issues into
their curriculum.

2) We developed didactic material intended for teachers

3) Our third challenge was to develop human rights education programmes in
zones (clusters of countries) where the sections of l'UIDH are
established.

4) We requested the government to make human rights education part of the
national curriculum. We developed a lobby to achieve this goal.

The results were unfortunately not as positive as we had hoped for, but is
was a start and now it is necessary to consolidate. The authorities are
hesitant, but we continue to fight to make human rights education in
schools a reality.
