Re: Strategies for introducing HRE into primary and secondary school at the national level



Dear Moderators and Colleagues,

Let me first of all congratulate you for the initiative to make us
participate in such an important Program. I will do my best to contribute.

1. My first thought, related to strategies for introducing human rights
education (HRE) into primary and secondary schools, is that we should
influence the policy makers, Ministry of Education and Parliament and
other governmental agencies to introduce a law that will make HRE an
important component of the process of educational quality and equity. In
other words, our society should understand that educational quality is not
only measured by standards of mathematics, language, science and so on,
but also by citizenship, where HRE is a key element. This implies much
work.

2. HRE should be an integral part of the curriculum. We have to infuse all
the curriculum content with knowledge, attitudes and action related to
human rights.

3. Teacher training is a key factor. Our experience shows that teachers
are willing to teach human rights as part of their educational mission,
however they also have recognized that they are not prepared. Much efforts
and money should be put in the teacher training (pre-service and
in-service) process.

4. If we produce educational materials they should be outstanding. We are
competing with materials in other fields that today have high quality.
When I say good materials it means materials that are in its form and
content good.

5. We have to develop a critical pedagogy to work with teachers and
students. Our approach should be to influence changes and transformation.

6. We have to evaluate our programs and do much more research.
