Summer School on Human Rights (Baku, 9-20 August 2004)

The Azerbaijan Young Lawyers' Union (AYLU) and the Raoul Wallenberg
Institute of Human Rights and Humanitarian Law (RWI), with the financial
support of the Swedish International Development Cooperation Agency
(SIDA), are please to announce:

SUMMER SCHOOL ON HUMAN RIGHTS
August 9-20, 2004
Baku, Azerbaijan


The training component of the cooperation between AYLU and RWI is
consisting of the holding of a summer school on Human Rights for 12 days.
It is foreseen that around 25 participants, selected among 3rd and 4th
year bachelor and master's students of the Law Faculties as well as among
practicing lawyers and Youth NGOs, be trained in primarily the
international human rights instruments to which Azerbaijan is bound, in
particular the European Convention on Human Rights (ratified by Azerbaijan
in 2001) and the International Covenants on Civil and Political Rights
(ratified by Azerbaijan in 1992).  The complaint procedures provided for
under the European Convention of Human Rights (the European Court of Human
Rights) and the International Covenant on Civil and Political Rights (the
Human Rights Committee) shall be dealt with. Two experts from RWI and
national experts will lead the seminars. In addition, the functioning of
the National mechanisms of the protection of human rights will be
discussed. Therefore, international as well as national legislation on
human rights will be addressed within the training program. The last day
of the summer school shall be devoted to the running of a moot court on
European Human Rights case law.

Beside the moot court competition, after the daily lectures there will be
discussed a case studies on certain topics.

Purpose of the course is to contribute to the current efforts of
strengthening and improving the human rights protection in Azerbaijan and
in particular enhance the insight of the human rights standards as
outlined in the European Convention on Human Rights (ECHR).


WHO CAN PARTICIPATE?

This course is especially designed for advanced undergraduate students or
recent graduates in order to provide students from all Azerbaijan with an
opportunity to expand their knowledge of human rights law and policy
within the ECHR context. Participants are expected to attend for the whole
duration of the program.

Participating students should:
-         be at an advanced stage of their studies and
-         have at least a basic understanding of ECHR

Participants from international organizations or NGOs are also welcome.


TEACHING METHOD & MATERIALS

Held in Azeri, the winter course will combine lecture and discussion
approaches. Lectures and discussions will have a maximum number of 20-22
participants. Materials especially prepared for this course will be
provided free of charge. A certificate of participation will be issued at
the end of the winter course.


LOGISTICS

Accommodation for full period of the program (12 nights accommodation) and
all meals (breakfast, lunch, dinner) throughout both weeks of the program.
Travel costs of the participants from regions will be reimbursed.
