Update: - Resolution Adopted - Draft resolution E/CN.4/2004/L.109 on the Follow-up to the United Nations Decade for Human Rights Education was adopted by the Commission on Human Rights by consensus with no amendment to the final draft on Wednesday, 21 March 2004. Introduced by Costa Rica, the final draft was co-sponsored by the 42 following states: Thailand, Spain, Nicaragua, Venezuela, Croatia, Chile, Uruguay, Peru, The Dominican Republic, Guatemala, Monaco, El Salvador, Honduras, San Marino, Ecuador, Bolivia, The Russian Federation, Slovakia, Congo (Kinshasa), Austria, Mexico, India, Paraguay, Malta, Macedonia, Bangladesh, Armenia, The Czech Republic, Germany, Ukraine, Ireland, Australia, Belgium, Rumania, Nigeria, The Republic of Korea, Canada, Andorra, Belarus, Morocco, Georgia, Japan. – The total of co-sponsors is likely to increase by the end of the current session of the Commission – Fri. 23 April. In his introductory statement the Ambassador of Costa Rica reminded the Members of the Commission that HRE is a most important priority for the international community. He also stressed that Costa Rica had been working together with a significant number of NGOs to promote a new global framework for HRE. Though the resolution initially recommended the launching of a second UN decade for HRE, the text which was retained following consultations with Member States recommends that the General Assembly of the United Nations proclaim a “World Programme for HRE to begin on 1 January 2005, structured in consecutive phases, in order to maintain and develop the implementation of HRE programmes in all sectors”. The Commission further requests the OHCHR to formulate a Plan of Action in cooperation with UNESCO and NGOs, the first phase of which is to focus on primary and secondary school systems, in conjunction with the Millennium Goals. In his concluding remarks, the Ambassador stated that HRE is not a single agenda item of the Commission on Human Rights, but a crosscutting and comprehensive issue. The final resolution, including the final list of co-sponsors will soon be posted on the OHCHR website. The latest update of the draft resolution, which was posted on the HREA listserv on Friday 19 April, is the unedited version of the final resolution, which was adopted with no amendment.
