Dear All, The joint NGO statement of 18 NGOs was addressed at the Commission this morning. Below is the text of the draft resolution, as of Monday 19 April, prepared by Costa Rica and available to public at the Commission today. At present, 25 Commission Member States are co-sponsoring this draft resolution. Other Member States still may joint to co-sponsor this draft resolution before the day of adoption, expected to take place on Wednesday 21 April. It is certainly worthy that NGOs/civil society organisation continue lobbying in constructive dialogue with the government of the Commission member states countries in their respective countries' capital till the end. Takes note of the report of the High Commissioner on the achievements and shortcomings of the Decade and on future United Nations activities in this area (E/CN.4/2004/93), of the report of the High Commissioner to the General Assembly on the mid-term global evaluation of the Decade (A/55/360) and of the report of the High Commissioner to the Commission on the follow-up to the Decade (E/CN.4/2003/101), which indicated achievements and shortcomings of the Decade as well as suggestions for its follow-up; Op 2. Takes also note of the view expressed in those reports of the need to continue a global framework for human rights education beyond the Decade in order to ensure priority focus on human rights education within the international agenda, provide a common collective framework for action for all relevant actors, support existing programmes and provide an incentive for the development of new ones, as well as enhance partnership and cooperation at all levels; Op 3. Recommends to the 2004 session of the Economic and Social Council to recommend to the fifty-ninth session of the General Assembly to proclaim a World Programme for Human Rights Education to begin on 1 January 2005, structured in consecutive phases, in order to maintain and develop implementation of human rights education programmes in all sectors; Op 4. Requests the Office of the High Commissioner for Human Rights to prepare, in cooperation with UNESCO and other relevant governmental and non governmental actors, and submit for consideration and adoption to the General Assembly, the World Programme's Plan of Action for the first phase (2005-2007) of the program, focusing on the primary and secondary school systems; Op 4bis Request also the Office of the High Commissioner for Human Rights that the Plan of Action of each phase of the World Programme shall be properly structured, formulated in realistic terms with an indication of at least minimum action, shall be funded by voluntary means, shall include provisions to support activities undertaken by all actors, and in particular non-governmental organizations, and shall be evaluated by the Office; Op 5. Recommends that the Secretary-General to ensure that an adequate component of United Nations assistance provided at the request of Members States to develop their national systems of promotion and protection of human rights supports human rights education; Op 6. Requests the Office of the High Commissioner to report to the Commission at its sixty-first session on progress made towards the implementation of this resolution; Op 7.
