Human Rights at a Time of Conflict

At a time of conflict, three things may lawfully happen to international
human rights. Some might be temporarily set aside to facilitate the
resolution of an emergency. Some must continue to be upheld because they
are considered to be central to human dignity. Others start to apply
because the nature of conflict can cause some people to become vulnerable
and they are in need of special protection. We will explore these standards
and their application.
