Context
OHCHR has facilitated the national development of a two-year programme
of activities to implement the human rights provisions of the Bonn
Agreement. The national human rights programme for Afghanistan is
comprised of the following components:
Chapter 1 - Support to the Establishment and Functioning of the Afghan
Independent Human Rights Commission (the 'AIHRC');
Chapter 2 - Support to the Development and Implementation of a National
Programme on the Advancement of the Human Rights of Women;
Chapter 3 - Support to the Development and Implementation of a
National Programme of Human Rights Education;
Chapter 4 - Support to the Development of a National Strategy on Options
for Transitional Justice; and
Chapter 5 - Management arrangements governing implementation of the project
activities, including, the appointment of an international Technical
Adviser to support implementation of the activities contained in Chapter 3
including, in particular, support to the Commission in coordinating
implementation of the National Programme of Human Rights
Education.
The national human rights programme is to be implemented by the Afghan
Independent Human Rights Commission, and a joint project has been created
to support the implementation of the workplan by UNAMA/OHCHR/UNDP. UNDP is
responsible for the financial administration of the project, and the
contracts for the technical advisers will be provided by UNDP. As such,
the technical advisers will be administered by UNDP, and substantively
responsible to and supervised by the Chief Technical Adviser, and in turn
the Senior Human Rights Adviser in UNAMA.
The Technical Adviser (TA) will be contracted by UNDP, and will be
located in the Human Rights Unit of the Office of the Special
Representative of the Secretary General of the United Nations Assistance
Mission in Afghanistan (UNAMA). He/she will work directly with the
Commission's members, and will report directly to the Chief Technical
Adviser. He/she will be involved in all matters relating to the
implementation of the national programme of human rights education. In the
performance of all tasks, emphasis will be placed on strengthening national
capacities to promote and protect the human rights of all people of
Afghanistan, thereby contributing to conflict resolution and national
reconciliation.
Description of Functions
In close consultation with the Afghan Independent Human Rights
Commission, and under the general supervision of the Chief Technical
Adviser, the incumbent will have the following duties and responsibilities:
- Support the implementation of the project as it relates to human rights
education;
- Provide direct technical support to the members and staff of the
Commission, the National Committee and others involved in ensuring the
successful implementation of the project;
- Specifically assist the members of the Commission and the National
Committee in the following areas:
a. Development and implementation of substantive project components
as follows:
* The planning of a national programme of human rights education
* Preparation of human rights materials
* Provision of formal education incorporating international human
rights principles
* Strengthening human rights NGOs
* Strengthening human rights capacity of the administration of justice
* Strengthening human rights capacity of law enforcement officials
* Strengthening human rights capacity of prison officials
* Strengthening human rights capacity of the military
* Strengthening human rights capacity of the media
* Strengthening human rights capacity of community leaders
* Undertaking a human rights public information awareness campaign
* Enhancing capacity to report to human rights treaty bodies.
b. In close consultation with Commission members and the
National Committee, drafting terms of reference for all international and
national consultants engaged under the project; supervision and
co-ordination of the work of international and national consultants;
* Providing mentoring, training and supervision to national
staff, as appropriate;
* Prepare regular project implementation reports, as well as
relevant supporting documentation and reports for the Programme Steering
Committee meeting;
* Provide a final report (at the completion of the term of
appointment) of the implementation of the project, including recommendations;
* Provide any necessary input to UNDP for reporting
responsibilities to donors on expenditures.
QUALIFICATIONS
Education:
Advanced university degree (Masters or equivalent) in law, international
relations or social sciences, preferably with human rights specialization.
Experience:
At least seven years of progressively responsible professional experience
in the human rights field, including some experience in designing and
implementing human rights education activities at national and local
level. Broad experience in the development of human rights training
materials, and organizing and conducting human rights training programmes.
Experience in the provision of international technical assistance, and
preferably with familiarity of OHCHR methodological approach to human
rights training and programmes of technical cooperation. Experience in
curricula design incorporating international human rights standards
preferable.
Experience in developing non-formal, visual, education techniques and
materials preferable.
Language:
Excellent command of English, including the ability to draft reports.
Knowledge of Dari or Pashtu is an asset.
Other Desirable Skills:
Strong knowledge of international human rights standards and the
international human rights system and its procedures. Familiarity with
the political background, human rights situation and cultural context of
Afghanistan will be advantageous. A demonstrated ability to take
initiative and strong interpersonal and communication skills. Proven
ability to establish good working relationships with central and local
authorities and NGOs. Proven capacity to manage a team composed of women
and men from different cultures and nationalities. Proven computer
skills.
